Project Manager

Position Description: The Project Manager for SSSE Administration and Operations provides leadership, coordination, and oversight for the administrative, fiscal, procurement, human resources, facilities, project management, and operational functions of Student Services and Student Engagement. The position supports division leadership by managing complex projects, coordinating business processes, supervising administrative support functions, and ensuring alignment of departmental resources with institutional priorities, policies, and compliance requirements. This position serves as a primary operational resource for SSSE leadership and provides oversight for SSSE business affairs, procurement processes, budget coordination, student and student organization purchasing, ID services, front desk administration, facilities coordination, and related administrative operations. The Project Manager supervises assigned administrative personnel, including the Program Coordinator responsible for administrative support functions, and works collaboratively with Finance, Purchasing, Contracts, Human Resources, Student Government, and other institutional partners to support division operations and student needs.

Major/Essential Functions: • Serve as the lead administrative and operational manager for SSSE Administration and Operations, overseeing day-to-day business affairs, office operations, front desk administration, ID services, facilities coordination, and related administrative functions. • Provide comprehensive direction, coordination, management, and execution of SSSE administrative operations, projects, initiatives, deliverables, and reporting requirements. • Serve as the division's subject matter expert on administrative operations, institutional policy, budget coordination, procurement processes, human resources coordination, and related business processes. • Coordinate, monitor, and streamline SSSE administrative and operational processes to support consistency, compliance, efficiency, and alignment with institutional priorities. • Supervise, delegate, and evaluate assigned operations and administrative staff, including personnel responsible for office coordination, front desk operations, ID services, AVP administrative support, and related administrative functions. • Provide departmental budget, procurement, administrative, and operational guidance to SSSE staff, student organizations, and department leadership as needed. • Evaluate assigned goals, projects, and objectives to ensure completion and compliance with institutional guidelines, standards, and timelines. • Coordinate, compile, and submit deliverables, ad-hoc, and scheduled reports under the departmental scope of work within set timelines. • Manage the allocation of assigned SSSE resources and support the successful organization and administration of fiscal, procurement, human resources, facilities, and operational activities. • Serve as the primary liaison between SSSE leadership and institutional offices, including Finance, Purchasing, Contracts, Human Resources, Facilities, Academic Affairs, and other university offices to resolve interdepartmental concerns. • Develops, implements, and administers departmental office systems and procedures. Establishes office procedures, policies, and operations. Interprets and communicates policies and processes. • Serve as the primary point of execution and review for SSSE procurement activities, including purchases, contracts, reimbursements, purchase orders, receiving, payment processing, funding source validation, and policy compliance. • Provide centralized oversight of student and student organization procurement, including student activity funding, agency accounts, student events, travel, contracts, allowable expenses, and related institutional financial procedures. Monitor SSSE budgets and expenditures across multiple funding sources and provide financial analysis, reporting, forecasting, reconciliation, and recommendations to division leadership to support planning and decision-making. • Support the initiatives, workload, and strategic priorities of the Office of Student Services & Student Engagement and the broader enrollment management enterprise as requested by OSSSE senior leadership. • Adhere to all policies, procedures and practices (Regents Rules, TTUS, HSECEP OPs, etc.). • Remains current with all licensure, certifications and mandatory compliances and trainings required of this position. Required Qualifications: • Bachelor's degree plus three years related experience; OR a combination of education and/or related experience to equal seven years.

Preferred Qualifications: • Master's degree in educational administration, business discipline, social sciences, leadership, communications, public administration, or related field. • Combined education and experience totaling seven years of progressively responsible administrative, fiscal, procurement, project management, or operational experience. • Demonstrated ability to carry out projects with multiple and complex components with minimal supervision and direction. • Demonstrated experience with budget monitoring, forecasting, reconciliation, procurement, purchasing, contracts, or business operations. • Experience supervising staff and coordinating administrative support functions. • Experience supporting student organizations, student activity funding, agency accounts, student travel, or student engagement programs. • Demonstrated familiarity with educational software, Banner, institutional procurement systems, and HR systems. • Experience working in a community college, university, academic health center, or other higher education setting.
