Job summary

This is an exciting opportunity to join a busy and dynamic team, helping to shape and support training experience for resident doctors and medical students in the trust.

We are looking to recruit a Deputy Medical Education Manager to work with the Medical Education Manager and other senior stakeholders to effectively manage the delivery of medical education in the Trust in the following areas:

Resident Doctors Contract (2016)

Speciality Training and Educational Governance.

You will need to have excellent verbal and written communication skills in order to establish strong working relationships with colleagues, resident doctors, medical professionals and other NHS staff. This is an excellent opportunity to use your proven project management experience, change strategies and organisational skills to manage the efficient delivery of curricula and ensure the provision of a high-quality Medical Education.

Main duties of the job

Provide specialist knowledge and advice and guidance on all aspects of the Resident Doctors Contract (2016) to trainees, trainers and managers, monitoring all current legislations and relevant policies and/or procedures as identified by the organisation.

To work with the Director of Medical Education, Medical Education Manager and Speciality Training, Care Group and College Tutors to ensure that the provision of a high-quality speciality training programme that meets GMC, and HEE standards, supported by in-depth knowledge of the speciality curriculums.

To work with the Medical Education Manager to ensure evidence and systems are in place for robust reporting and educational governance and HEE quality assurance and other external bodies as required.

Deputise for the Medical Education Manager on matters of Speciality Medical Education, Resident Doctors Contract (2016), Management of DiT Rotas and Medical Education Governance and cross cover for the other Deputy Medical Education Manager.

To provide management of the Medical Education Administration team for day to day and operational duties including providing specialist, efficient and professional advice and support to trainees and trainers.

Job description Job responsibilities

Cover the geographical area overseen by the Medical Education Department that is, County Durham and Darlington NHS Foundation Trust and to develop appropriate links working in partnership with Newcastle Medical School, Sunderland Medical School and any other medical schools commissioning placements within the Trust, HEE NE, Tees and Esk Wear Valley NHS Trust, local general practitioners and Commissioners.

Line management of staff within Medical Education.

Authorised signatory for less than £1,000 per month.

Required to travel to all Trust sites.

(POST 2)To ensure the provision of a high quality, effective Specialty Training Programmes across County Durham and Darlington NHS Trust, providing high-quality administrative support, to meet national and local initiatives, including specific training programmes and educational opportunities for basic and higher specialty training for resident doctors.

In conjunction with the Specialty Tutors and the Medical Education Manager, support the Care Groups in the review of specialty rotations, introducing quality assurance of educational opportunities, managing induction courses and ensuring that local and departmental induction takes place for all resident doctors in line with HEE NE guidelines and Trust policy.

Ensure that QA processes for GMC Visits, Deanery QA and College Accreditation are robust and recorded in line with Deanery and Trust directives, regularly assessing the standards and making recommendations as appropriate, as well as supporting Quality Assurance visits.

Ensure systems are in place to ensure the delivery of mandatory Trust Induction and training for all resident doctors and non-foundation doctors as they rotate, in line with Trust, HEE NE, GMC and CQC objectives.

Work closely with rota co-ordinators and the Lead Employer Trust and ensure rotas for DiT are compliant and planned/published to agreed publication deadlines to comply with the Resident Doctors Contract (2016).

Ensure systems are in place to maintain and construct compliant rotas for DiT with Care Groups following the correct protocols. Escalate issues when and suggest solutions to address identified issues. Producing data analysis where required.

Ensure the co-ordination of DiT vacancies whilst understanding the implications for rota compliance and the complexities of the various Resident Doctor rotations, to ensure that gaps are identified and appropriate escalation is taken to minimise the effect on the service, rota compliance and experience of DiT on placement.

Co-ordinate the implementation of effective systems and processes for the re validation of resident doctors in Training, as directed by the Medical Education Manager.

Ensure that there are effective mechanisms in place for the dissemination and feedback of information, promoting quality within all areas of Medical Education, developing relationships between the department and DiT, Trainers and Care Groups.

Oversee the administration management of the Clinical Skills Centre in conjunction with the Senior Nurse for Simulation and Clinical Simulation Technician.

Co-ordinate the quality systems with the objective of ensuring the continual improvement of service effectiveness and that Medical Education meets regulatory and accreditation requirements at all times.

To work with lead tutors to ensure trainers are well briefed on the relevant curriculum and Reference Guide requirements so that all posts provide high-quality experience that meets HEE and GMC standards.

Manage and oversee the administration systems for resident doctors study leave, ensuring that a Trust-wide system is robust and efficient across the Trust, recording appropriately.

Ensure own actions promote quality and best practice at all times, including in the field of IT Security and Data Protection. Support the Equality and Diversity needs of all Trust staff.

In conjunction with the Medical Education Manager, develop effective partnerships with all internal and external stakeholders. Promote and recruit to appropriate programmes.

Formulate policies for discussion with senior colleagues for implementation across the organisation.

Line management of staff within Medical Education including:

Appraisal, training and professional development

Absence management in accordance with Trust policy

Recruitment and selection of staff

Grievances and disciplinary issues

Performance management issues

Allocation of work

To be responsible for delivering performance in the team including meeting KPIs in relation to Medical Education.

Qualifications Essential

Educated to Degree level qualification or equivalent relevant experience in Medical Education, Human Resources or Workforce and Organisational Development.

Desirable

CIPD qualified at MCIPD level Project Management Qualification

Special Skills & Knowledge Essential

Understanding of NHS organisation and services and relevant government related NHS Guidance, Strategies and Targets. Understand the administration processes of educational curricula and systems and their associated needs within the NHS in relation to undergraduate, postgraduate medical education and continuing medical education. Comprehensive knowledge of the Resident Able to travel across Trust sites to meet the requirements of the post. Doctors contract (2016). Understand the quality standards in education and training. Excellent IT skills including good working knowledge of full Microsoft Office Suite and Windows Operating Systems. Excellent communication and interpersonal skills including verbal, written and telephone and the ability to present a positive and professional image at all times. Adaptable, determined, self-motivated and enthusiastic with competence in dealing with situations involving other people. To understand the need for diplomacy and tact. Ability to work autonomously and manage own workload; work on own initiative and as part of a multi-disciplinary team. Ability to maintain complete confidentiality and discretion. Good organisational skills to meet demanding delivery schedules and provide.

Experience Essential

Experience of managing the delivery of learning and development programmes within a public sector organisation, preferably NHS, with demonstrable experience of co-ordinating the delivery of large scale training initiatives. Experience of change management and innovative practice. Proven track record of designing and delivering learning and development initiatives, including the production of supporting learning materials. Experience and understanding of the role of key stakeholders throughout the Region e.g. Health Education England, Medical School, Universities, NHS Trusts, Deanery and Foundation School. Experience of managing a team.
