Job summary
The Senior Procurement Manager will support the Contracts and Procurement Team to deliver system transformation and best practice through delivering the LLR system's commissioning objectives and Integrated Care Board (ICB) statutory and delegated responsibilities through the planning, negotiation and management of a range of health care contracts across the full portfolio of Primary, Neighbourhood, Community, Mental Health and Learning Disability and Acute Care. community and acute care.
Main duties of the job
Support delivery of the NHS Strategic Commissioning Framework and LNR Operating Model. Acting as the principal link between provider selection activity and the strategic commissioning and business planning functions of the ICB Cluster, ensuring commissioning intentions are translated into compliant and effective procurement, contracting and market management approaches. Providing specialist advice and support on provider selection, procurement and commercial matters to commissioners, programme leads and senior stakeholders, ensuring regulatory compliance and alignment with strategic priorities. Ensuring that procurement and commercial activity is delivered in a timely way and achieves value for money, service transformation, and reflects best practice - to include development of clear service specifications, service standards, activity levels, quality requirements and outcome measures.

There is an expectation of 40% on patch working, with office bases at County Hall, Glenfield, Leicester and Haylock House, Kettering. Staff can choose which office is their primary base for contractual purposes and travel claims.
This role will require a minimum of 2 days 'on patch' working in Leicestershire, Northamptonshire and Rutland in our 2 main offices or partner sites

Managing delivery of provider selection and commercial activity within budget and ensuring that intended outcomes, benefits and efficiencies are realised, taking proactive remedial action where necessary to ensure value and effectiveness are maximised for LNR patients. Where appropriate ensure provider selection activities are undertaken in line with NHS England guidance, the Provider Selection Regime (PSR), Procurement Act requirements and local governance arrangements, working with system and regional teams as required. Managing supplier and provider market engagement activities to ensure procurement strategies reflect service requirements, market capability and organisational objectives. Leading and supporting provider selection and procurement activities and participating in the development and implementation of new innovative commissioning and contracting models to support the ICB Cluster in shaping the health and care market to meet anticipated future need. Managing and developing staff, ensuring that the team delivers a high quality, professional and responsive procurement and commercial service.

Knowledge, Training and Experience Essential
Educated to master's level in relevant subject or equivalent level of experience of working at a similar level in specialist area Demonstrable knowledge of the Provider Selection Regime (PSR), public procurement legislation, NHS commissioning arrangements and public sector governance Proven and significant leadership experience Evidence of post qualifying continuing professional development Must have an understanding of the background to and aims of current healthcare policy and appreciate the implications of this on engagement Should have an appreciation of the relationship between the Department of Health, NHS England and individual provider and commissioning organisations MCIPS or equivalent professional procurement qualification.
