QualificationsIn order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions for General Supply Series, 2001. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge to direct all activities of a Civil Engineering Squadron Logistics Section. Knowledge to manage ordering, purchasing, stocking, storing and issuing of materials providing mission support for the Civil Engineer base operations and maintenance workforce. Knowledge to expedite materials and services as required providing Civil Engineering support to a Fighter Wing in an arctic environment, oversee and evaluate a Maintenance, Repair and Operation Prime Vendor Program. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of professional principles, practices, techniques, and procedures for acquiring materials and services to effectively perform supervisory functions associated with the Air Force logistics program. Knowledge of safety and security regulations, practices, and procedures. Ability to plan, organizes, and directs the functions and staff of a small to medium sized organization. Ability to communicate effectively, both orally and in writing. Ability to interpret and implement Federal Regulations, Air Force Instructions, Government Purchase Card guidelines, DLA Contracts and other requirements established through local operating instructions. Knowledge of market sources and operations for a wide range of specialized items or services and typical vendor modes of operation and ways of doing business to include price analysis techniques to evaluate prices or costs for requirements with inadequate price history. Knowledge of solicitation and purchasing methods, such as would be acquired through extended training or experience, to make small purchases that involve; for example, collecting data to determine price reasonableness, preparing written solicitations, etc. Knowledge of the operation of the electronic data automated system and how it is used to input and maintain information pertaining to purchase requests and post-award procedures to resolve problems such as late deliveries or price changes. Skill in the use of computers and associated software (i.e. Microsoft Office programs) and ability to create and maintain a variety of spreadsheets for documenting expenditures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Major DutiesSummary: The primary purpose of this position is to serve as first level supervisor, providing planning, directing, organizing and exercising control over nonsupervisory employees assigned to the 354 Civil Engineering Squadron Logistics Section. Manage acquisition of approximately 7000 transactions valued in excess of $8 million in materials and services annually. To acquire a variety of specialized supplies, equipment, services, or commercial requirements that have unstable price or product characteristics, hard-to-locate sources, or similar complicating factors through open market small and large purchases. Performs contract follow-up administrative duties. Provides data system support for the procurement-automated system. Ensures all costs for materials and services are electronically entered into the work information management system and charged against appropriate work orders. Oversees and evaluates a Maintenance, Repair and Operation Prime Vendor Program valued at $14.2 Million. DUTIES: Plans, organizes, and directs the activities of the 354 Civil Engineering Squadron Logistics Section ensuring compliance with legal and regulatory requirements and customer needs are met. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Represents logistics section with a variety of installation and functional area organizations. Determines procurement source and method, ensures procurement actions comply with Federal Acquisitions Regulation and current Air Force Instructions, and solicits oral or written quotes for materials, equipment, repairs, rental, etc. Receives and reviews formal bids and quotes, prepares award documentation, and performs post-award follow-up. Document all Government Purchase Card purchases in the electronic transaction management log provided by the Bank, update local spreadsheets to reflect all purchasing data, and insure all purchases made in support of the Base Civil Engineer are input into the work Information Management System.
