Job SummaryAs a Supervisory Program Analyst with the US Office of Personnel Management, Office of the Inspector General, Office of Legal and Legislative Affairs, Administrative Sanctions Group, you will oversee administrative sanctions case analysis, research, and recommendations; develop program policies and procedures; monitor implementation of sanctions; provide stakeholder guidance; and supervise program staff.
QualificationsFor the GS 14: You must have one full year (52 weeks) of specialized experience comparable in scope and responsibility to the GS-13 level in the Federal service (obtained in either the public or private sectors). You must include evidence of this specialized experience in your resume, including dates of experience (month/year), to be considered qualified for this position. Specialized experience for this position must include ALL of the following: Preparing decision memoranda that apply law and regulations to facts and recommend final agency action in administrative enforcement cases; Analyzing cases involving potential misconduct to assess applicability of administrative sanctions statutes and regulations; Evaluating carrier or contractor compliance with federal program requirements to identify deficiencies, coordinate corrective action, and protect program integrity; AND Developing analytical methodologies or automated tools to identify individuals or entities whose conduct may warrant debarment, suspension, or other administrative action under federal program statutes. Merit promotion applicants must meet the time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-13 grade level is required to meet the time-in-grade requirements for the GS14 level. You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Major DutiesOversees administrative sanctions case analysis, research, evaluations, and recommendations concerning health care provider misconduct and potential sanctions. Develops and evaluates policies, procedures, case-management methods, and automated techniques used to administer the sanctions program. Analyzes evidence, statutes, and regulations and prepares decision memoranda recommending suspensions, debarments, monetary penalties, waivers, exceptions, or reinstatements. Evaluates health insurance carriers' implementation of sanctions and coordinates with auditors, investigators, contracting officials, and other stakeholders to address noncompliance. Provides information and guidance to health care providers, health insurance carriers, Federal agencies, and other organizations concerning sanctions and due process procedures. Plans and assigns subordinate work, establishes priorities and performance standards, evaluates performance, provides guidance, and carries out other supervisory responsibilities.RequirementsMust be a U.S. Citizen or National Males born after 12-31-59 must be registered for Selective Service Suitable for Federal employment, determined by a background investigation May be required to successfully complete a probationary period Candidates will not be hired based on their race, sex, color, religion, or national origin Complete the initial online assessment and USAHire Assessment, if required You will be required to report to an OPM assigned office.
