About this role

Job summary

The Implementation Delivery Manager is a key role within in the NHS Race and Health Observatory's Perinatal Equity and Anti-Discrimination Programme (PEADP), a national programme commissioned by NHS England to support meaningful action on racism and discrimination in perinatal services across England.

The role will be responsible for the operational grip, coordination and continuous improvement needed to deliver PEADP at scale. Working with the Senior Implementation Programme Manager, delivery partners and participating Trusts, you will oversee day-to-day delivery, keep activity aligned to agreed plans, identify and respond to delivery risks, and use programme data to support clear reporting and informed decision-making. This role will suit someone who is highly organised, confident working across multiple partners, and able to translate complex delivery information into practical action.

Main duties of the job

In this role, you will:

Provide day-to-day delivery oversight for PEADP, keeping programme sessions, milestones and operational activity on track across participating maternity and neonatal sites.Coordinate delivery partner contributions and maintain clear communication, ensuring responsibilities are understood, progress is visible and agreed outputs are delivered to a high standard.Use participant uptake, engagement and Trust-level progress data to identify risks, target support, strengthen reporting and maintain momentum across the national rollout.Shape and manage structured learning activity, including communities of practice, action learning sets and quality improvement-focused sessions with NHS senior leaders.Act as a senior operational contact for participants and delivery partners, resolving day-to-day challenges and escalating sensitive, complex or programme-wide risks at the right time.

Translate delivery data, stakeholder feedback and emerging insight into practical recommendations that strengthen programme planning, resourcing, continuous improvement and budget oversight.

Job description Job responsibilities

Manage the day-to-day delivery of PEADP activities, ensuring programme sessions and related activities run smoothly, meet agreed timelines and provide a high-quality experience for participating sites.Coordinate delivery partner inputs and outputs, maintaining clear communication, tracking progress and supporting partners to deliver their commitments effectively.Monitor participant uptake, engagement and Trust-level progress, identifying where additional support or follow-up is needed to maintain momentum across the programme.Lead the programmes structured peer-learning and capability-building approaches, including communities of practice, action learning sets and quality improvement focused sessions with NHS senior leaders.Act as a key operational point of contact for programme participants and delivery partners, resolving day-to-day delivery issues and escalating sensitive, complex or wider risks to the Senior Implementation Programme Manager where required.Lead the collection and analysis of programme delivery data, Trust-level progress information and stakeholder feedback, using insight to support reporting, inform operational decisions, and identify opportunities for programme planning, resourcing and continuous improvement.Monitor programme activity delivery against agreed budget parameters, supporting budget oversight and escalating variances or emerging pressures to the Senior Implementation Programme Manager.Line-manage the Implementation Team Officer, providing day-to-day direction, support and performance management to maintain a positive, responsive and high-performing team.

Person Specification

Experience Essential

Experience managing complex health, public sector or implementation programmes across multiple organisations, with evidence of delivery against agreed timelines, milestones and objectives.

Strong project management skills, including planning, delivery tracking, risk and dependency management, and use of project management tools and systems.

Experience delivering health equity, anti-racism or equality-related initiatives within the NHS or healthcare setting, supported by strong knowledge of relevant policy, practice and service delivery challenges.

Demonstrated skill in influencing and negotiating to achieve outcomes, building credible working relationships with senior stakeholders (e.g., NHS executives, public sector leaders) without direct authority.

Ability to monitor participant engagement, progress and operational risks, identifying support needs and escalating issues appropriately.

Experience supporting or leading peer-learning, capability-building, action learning sets or similar structured learning activities across multiple organisations.

Experience analysing programme delivery data, progress information and stakeholder feedback to support reporting, decision-making and continuous improvement.

Excellent written and verbal communication skills, with confidence acting as a key operational contact for participants, partners and senior stakeholders.

Experience monitoring activity against agreed budget or cost parameters, escalating variances or emerging pressures appropriately.

Experience line-managing or supervising staff, including providing direction, support and day-to-day performance management.

Willingness and ability to travel across England to support programme delivery.

Desirable

Demonstrated experience applying quality improvement methodologies in healthcare settings.

Experience delivering health equity, anti-racism or equality-related projects or programmes in NHS maternity and/or neonatal services.
