Job summary
The Community Engagement Implementation Manager will play a key role in leading the delivery and coordination of community engagement activities as part of the Perinatal Equity and Anti-Discrimination Programme (PEADP), a national programme of work commissioned by NHS England to address racism and discrimination in perinatal services, being rolled out in 158 maternity and neonatal sites across England. The programme delivery is being led by the Observatory in partnership with Advancing Quality Alliance (Aqua), Inspiring Hope, and White Ribbon Alliance UK.
Reporting to the Head of Implementation, the postholder will lead the delivery of PEADP community listening and engagement activities and contribute to the Observatorys wider community engagement strategy. Working closely with Maternity and Neonatal Voices Partnership (MNVP) leads, Trust community engagement leads, and community organisations across England, they will deliver activities using anti-racist and trauma-informed approaches. This work will deepen understanding of the experiences and outcomes of minoritised communities in maternity and neonatal services and inform improvements in care led by NHS senior leaders participating in the programme. The postholder will also work closely with the Senior Implementation Programme Manager to ensure operational alignment across the programme.
Main duties of the job
Lead the planning and delivery of community engagement and listening activities that support the Perinatal equity and Equality Anti-Discrimination Programme (PEADP).Build trusted relationships with maternity and neonatal service users, communities, voluntary and community sector organisations, NHS partners and other stakeholders to ensure lived experience informs programme delivery.Co-design and deliver engagement activities that amplify the voices of women, babies and families from communities experiencing health inequalities and racial disparities.Manage community engagement projects coordinating resources, monitoring delivery, managing risks and ensuring programme milestones are achieved.Analyse and communicate community insights, producing reports and recommendations that inform implementation, influence decision-making and support the delivery of PEADP.Work collaboratively with the delivery partners Advancing Quality Alliance (Aqua), Inspiring Hope, and White Ribbon Alliance UK to support the implementation of the PEADP and improve equity in maternity care.

Manage the operational delivery of community listening and engagement activities within PEADP, working in partnership with Trust Maternity and Neonatal Voices Partnership (MNVP).Leads and other community engagement leads, using an anti-racism and anti-discrimination lens.Co-create and co-facilitate engagement activities in ways appropriate to the needs of minoritised communities, which may take place outside core working hours where required to reach specific communities.Work with Trust MNVP leads, staff, and community representatives to organise, deliver, and document key themes and learnings from community engagement activities.Coordinate and work with colleagues across the Observatory to deliver effective, high-quality community engagement activities within PEADP.Develop community engagement resources and materials for use within PEADP and wider Observatory use as relevant.Use delivery feedback and outcome data to identify recurring engagement issues, implement improvements directly, and escalate any with wider programme implications to the Observatorys PEADP programme management team.Work within allocated budget for community engagement activity, escalating cost variances to the programme management team.Identify and escalate concerns arising from engagement activity, including safeguarding or governance issues, to the Head of Implementation and Senior Implementation Programme Manager.Work with the Senior Implementation Programme Manager and Head of Implementation to prepare papers, presentations, short reports and briefings to internal and external programme stakeholders.

Qualifications Essential
Experience delivering community engagement or listening activities using anti-racism and trauma-informed approaches within a healthcare or public sector setting, with demonstrable evidence of impact
Experience organising and coordinating community engagement activities across multiple sites or stakeholders, with the ability to plan, sequence, and track delivery against timelines using project management tools.
Knowledge of contemporary health, race, and equality policy, service delivery challenges, and the healthcare structure in England,evidencedthroughpreviousproject work.
Strong stakeholder management skills with senior leaders and diverse community organisations, with demonstrated ability to listen, influence and negotiate progress towards a shared goal without direct authority
Understanding of safeguarding processes relevant to families in a maternity or neonatal context, including recognising and escalating concerns appropriately.
Experience producing clear written and verbal synthesis of qualitative or community-sourced insight for senior or non-specialist audiences, and contributing to evidencing engagement impact.
Experience monitoring or working within an allocated budget or resource, escalating variances appropriately
Proactive problem-solving skills, including the ability to identify risks or delivery issues, react and escalate appropriately
Highly organised and able to work independently in complex, politically sensitive environments, balancing competing priorities under pressure
Willingness and ability to travel across England to provide in-person support for community engagement activities and other meetings.
Desirable
Direct experience delivering health equity or anti-racism initiatives within NHS or public health settings.
Experience using community co-design or other participatory approaches to service improvement.
Experience building and expanding a network of community or stakeholder relationships.
