About the ITA
The International Tax Authority (“ITA”) was established under the International Tax Authority Act, 2018 as a corporate body. The primary responsibilities of the ITA are: (1) to carry out the functions of the Competent Authority under the Mutual Legal Assistance (Tax Matters) Act, 2003 (MLA), which were previously carried out by the Financial Secretary; (2) to take a proactive stance in relation to all cross-border tax matters that currently affect or have the potential to affect the Virgin Islands; and (3) to ensure that the Virgin Islands is fully compliant with the international standards of transparency and exchange of information for tax purposes.
The Opportunity
The Virgin Islands International Tax Authority (ITA) is seeking an exceptional and forward-thinking Deputy Director to support the Director in providing executive leadership and strategic oversight across the Authority.
Reporting directly to the Director, the Deputy Director will assist in the strategic management of the Authority, oversee corporate operations, provide leadership across business units, and act on behalf of the Director as delegated. The successful candidate will play a key role in driving organizational performance, strengthening governance, leading strategic initiatives, and supporting the Authority's commitment to excellence in international tax administration.
The Deputy Director will also play a critical role in executive succession planning and organizational resilience, ensuring continuity of leadership and effective decision-making.

Minimum Qualifications and Experience
Applicants should possess:
• A Bachelor's Degree in International Affairs, Business Administration, Law, Economics, Social/Political Science, or a related discipline.
• A relevant postgraduate qualification would be an asset.
• Significant senior leadership experience in international tax, financial services regulation, compliance, public administration, or a related field.
• Demonstrated experience leading multidisciplinary teams and managing organizational change.
• Sound knowledge of strategic planning, corporate governance, risk management, and public sector accountability.
Key Responsibilities
Strategic Leadership and Policy Development
• Support the Director in providing strategic leadership and direction to the Authority.
• Lead the implementation of Board-approved strategic priorities and organizational initiatives.
• Contribute to policy development, organizational planning, and continuous improvement.
• Promote innovation, operational excellence, and organizational resilience.
Corporate Leadership and Governance
• Provide executive oversight of corporate operations and shared services.
• Ensure effective corporate governance, enterprise risk management, and business continuity.
• Support the implementation of Board decisions and organizational priorities.
• Promote accountability, transparency, and prudent stewardship of public resources.
• Monitor organizational performance and recommend strategic improvements.
International Representation
• Represent the Authority at local, regional, and international meetings, conferences, and working groups as required.
• Build productive relationships with domestic and international stakeholders.
• Support international cooperation initiatives and advance the Authority's strategic objectives.
Operational Oversight
• Assist in the oversight of financial management, resource allocation, and operational performance.
• Coordinate cross-functional initiatives to improve organizational effectiveness and service delivery.
• Support the Director in ensuring the efficient and effective administration of the Authority.
• Act for the Director during periods of absence or as delegated.
People Leadership and Development
• Lead, coach, mentor, and develop managers and staff.
• Promote employee engagement, succession planning, and professional development.
