About the ITA
The International Tax Authority (“ITA”) was established under the International Tax Authority Act, 2018 as a corporate body. The primary responsibilities of the ITA are: (1) to carry out the functions of the Competent Authority under the Mutual Legal Assistance (Tax Matters) Act, 2003 (MLA), which were previously carried out by the Financial Secretary; (2) to take a proactive stance in relation to all cross-border tax matters that currently affect or have the potential to affect the Virgin Islands; and (3) to ensure that the Virgin Islands is fully compliant with the international standards of transparency and exchange of information for tax purposes.
The Opportunity
The Virgin Islands International Tax Authority (ITA) is seeking an accomplished and forward-thinking leader to serve as its next Director and help shape the Authority’s next chapter.
Reporting directly to the Board of Directors, the Director will lead an organization at the forefront of the Virgin Islands’ international tax cooperation agenda, ensuring the Territory continues to meet its evolving global obligations while strengthening the ITA’s effectiveness, resilience and reputation.

Minimum Qualifications and Experience
• Bachelor’s Degree in International Affairs/Business, Law, Economics, Accounting, Business Administration, Finance, or a related field.
• Seven (7) to Ten (10) years of experience in Law, International Tax Matters, the Financial Services Industry, and/or a related area. Three (3) to Five (5) years in a senior management or executive leadership role with in a relevant regulatory authority, government department or private sector financial services firm
Key Knowledge & Competencies
• Deep understanding of international tax standards, including exchange of information mechanism (EOI, AEO/FATCA, CRS) OECD Base Erosion and Profit Shifting (BEPS) frameworks and economic substance requirements.
• Strong leadership, statutory management and stakeholder engagement skills to liaise with international policy bodies and government ministries.
Key responsibilities
Strategic Leadership and Policy Development
• Lead the strategic direction of the Authority, translating international obligations and Board priorities into practical organizational outcomes.
• Lead the development and execution of international tax policies and initiatives to promote fairness, transparency, and compliance with global standards.
• Bring matters requiring policy direction to the Board to ensure alignment with the ITA’s mandate and strategic goals.
• Monitor emerging trends, regulations, and best practices in international taxation and integrate them into ITA policy and practice.
International Co-operation and Representation
• Represent the Virgin Islands in regional and international forums, building productive relationships and advancing the jurisdiction's interests in international tax cooperation matters.
• Facilitate information exchange, collaboration on tax enforcement, and mutual assistance to combat cross-border tax evasion and avoidance.
• Establish and maintain partnerships with international tax authorities, organizations, and other key stakeholders.
• Represent the ITA in international forums, conferences, and negotiations, advocating for the jurisdiction’s interests and promoting constructive dialogue.
• Engage domestic and international stakeholders to gather input, address concerns, and build consensus on tax policy issues.
Compliance and Enforcement
Ensure the ITA fulfils statutory obligations and operates in accordance with good governance principles.
• Develop and implement enforcement strategies to address non-compliance and tax evasion in cross-border transactions and activities.
• Oversee compliance functions to ensure timely and accurate reporting and adherence to relevant obligations.
• Ensure the Virgin Islands meets its international obligations concerning tax matters and international cooperation for tax purposes.
• Oversee and ensure timely responses to assistance requests under agreements and/or mutual legal assistance legislation.
• Identify and manage risks related to international tax compliance and enforcement, including through data analytics and technology.
Operational Excellence
• Lead the development, formulation, and execution of the ITA’s annual budget, ensuring alignment with priorities, efficient resource allocation, and fiscal compliance.
• Ensure effective management and allocation of resources across ITA units to optimise processes, systems, and technologies.
• Oversee operations and performance of all units to ensure timely exchange of information and reporting to relevant jurisdictions where required.
• Work closely with the Board to ensure sound governance, effective risk management, prudent financial stewardship, and organizational accountability.
• Assess new initiatives proposed by unit heads, approve as appropriate, and oversee implementation.
• Ensure internal financial and management controls are adequate and effective.
• Foster continuous improvement, innovation, and professional development.
Talent Management and Development
• Provide visible leadership, set clear objectives, and foster a culture of excellence and accountability.
• Monitor performance of unit heads/direct reports and ensure performance evaluations are completed and submitted on time.
• Inspire, develop, and lead a high-performing team by fostering a culture of collaboration, accountability, continuous improvement, and professional growth.
