Job summary

South Warwickshire NHS Foundation Trust & George Eliot NHS Trust has a 3 month secondment opportunity for the role of Head of Income & Contracting.

As an essential member of the Income & Contracting team you will be responsible for providing a timely and accurate income & contracting management service. Technically strong, with in-depth contracting experience and an appreciation of the current NHS regimes. Due to the complexities of the information that you will be dealing with, it is essential you have the capabilities to understand, interpret and convey financial concepts clearly and persuasively to finance and non finance colleagues. Strong Communication skills, both verbal and written will be essential.

Main duties of the job

To lead on the provision of a timely and accurate Income and contract management service to South Warwickshire Foundation NHS Trust (SWFT) and George Eliot Hospital NHS Trust (GEH) by ensuring that financial systems and processes are efficient and effective. Leads on Trust wide income (contracts) financial reporting, as well as co-ordinate Divisional income.

To provide the main interface for both Trust's with ICBs on income, activity and contracting queries ensuring compliance with all national timetables and requirements.

To interpret and facilitate any implications from NICE guidance/service developments and ensure that any changes are followed through to the appropriate Division as well as ensure that income is maximised.

To ensure all statutory NHS accounts and returns are completed to timescales and legal requirements, as well as represent a true and fair view.

To be responsible for the management and performance of a team of staff.

This work requires a significant degree of independent working as well as close working with senior professionals both within and outside the organisation.

Job description Job responsibilities

To provide quality financial advice and provide support to both Trusts on complex contract Income issues.

To be responsible for the modelling of the financial impact of changes in activity and capacity plans through the use of S.L.A.M and supporting SQL reference tables.

The post holder will be an expert on S.L.A.M and be able to use SQL, SQL table structure and relationships, providing expert data analysis and addressing issues with data integrity and reconciliations.

The post holder will be responsible for reviewing current information systems and processes to streamline information production which can be developed for contracting.

The post holder will interpret and translate complex national guidance to support and direct the Data Warehouse team to ensure the correct application of national rules such as commissioner assignments and NHSE prescribed services

The post holder will liaise with clinicians, general managers and other finance and non-finance staff in order to understand the complexities of the Trusts activities and use initiative to develop appropriate methods of matching data from different sources.

The post holder will be responsible for the production of activity and income modelling to support the contract negotiations and annual financial planning process.

The post holder is responsible for ensuring that patient-identifiable data is used in accordance with information governance requirements and organisational policies.

To frequently review highly complex/sensitive information and make judgements about the allocation of income.

To undertake contract negotiations as necessary with the main commissioners as part of a team, communicating highly complex information in an environment that can be challenging. This includes participation in negotiation meetings, review and agreement of contract documentation, preparation of contract schedules and preparation of contract variations.

To deputise for the Director of Income & Contracting during contract negotiations with Commissioners as required.

To be responsible for the completion of the relevant income sections of the FTCs and the provision of relevant information for the Annual Report for SWFT.

To be responsible for reconciling budgets arising from the annual budget setting process with respect to contract income targets into the General Ledger.

To be responsible for ensuring all contract income budgets accurately reflect agreed values, and that in year variations are recorded and invoiced accordingly.

To ensure that all income is correctly identified and recorded and accruals and prepayments are made accurately.

To be responsible for the ongoing implementation of payment by results within both Trusts, interpreting national guidance and determining the implications for both organisations.

To manage Cat C income budgets, including private patient income and Service Level Agreements, ensuring maximum income is being achieved.

To liaise with financial services to ensure all contract income is being invoiced promptly and paid accordingly ensuring that contract under or over-performance is dealt with appropriately.

Creates complex spreadsheets using advanced spreadsheet skills to provide ad hoc costings/information to managers. Uses other software packages for specific purposes e.g. Database.
