You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. Specialized Experience: One year of specialized experience which includes 1) Applying Federal and Department of War policy, legal, and operational requirements to sensitive detention, detainee, corrections, rule-of-law, or comparable mission areas; 2) Leading complex staff analysis that integrates operational, legal, policy, resource, and risk information into concise recommendations for senior military or civilian leaders; 3) Representing an organization in cross-functional and interagency working groups to reconcile competing requirements, establish shared timelines, and resolve coordination issues; and 4) Managing or leading high-visibility operational-support efforts involving multiple stakeholders, sensitive logistics, executive-level reporting, and strict compliance requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
Major DutiesSupervise civilian, military, and contractor personnel supporting Detention Operations and Office of Military Commissions (OMC) activities, including work assignments, performance management, training, and leave.Coordinate SOUTHCOM detention operations requirements, reporting, policy updates, and planning input across directorates, JTF Guantánamo, and interagency partners.Facilitate Military Commissions trial-support activities by organizing coordination forums, site visits, logistics, information flow, and reporting among OMC, Joint Staff, and partner organizations.Develop detention policy updates, standard operating procedure recommendations, force-management documentation, and analytical input for senior-leader decision.
