Job SummaryYou will serve as a PROGRAM ANALYST in the OFFICE OF THE DEPUTY ASSISTANT SECRETARY OF THE NAVY (MILITARY MANPOWER & PERSONNEL) of DRUG REDUCTION PROGRAM.

QualificationsYour resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience developing and interpreting policies related to toxicology, drug testing, collections, prevention, education and/or outreach Experience coordinating and providing statistical program data in support of a drug program Experience analyzing and evaluating higher level policy to determine impact to plans and programs Additional qualification information can be found from the following Office of Personnel Management web site: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=Group-Standards Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Major DutiesYou will serve as the subject matter expert on all matters related to Drug Demand Reduction (DDR) programs, policies and resources, ensuring consistency with DoN policies and outcomes supportive of human resource strategies.You will provide oversight and coordination for all DoN DDRP activities, develop and interpret policy, submit the DoN DDRP Program Objective Memorandum (POM), and review, present and justify the DoN DDRP budget.You will prepare replies and respond to inquiries regarding policy formulation and interpretation, program statistical data, status of actions, documented program support, and funding issues.You will develop and interpret policy for DoN DDRP including (but not limited to) drug testing, collections, prevention, education, outreach, and research and analyses.You will formulate DoN DDRP strategic policy recommendations, develop goals and milestones for the accomplishment of new initiatives, and analyze, evaluate and recommend policy, programs and budget in support of DoN DDRP.You will perform programming and budgeting tasks including (but not limited to) developing briefing materials and responses to inquiries, developing issue papers and unfunded requirement submissions, and monitoring the status of DoN DDRP requests.You will develop metrics and establish reporting and oversight requirements to monitor and assess the performance of the Navy and Marine Crops in meeting objectives in the DDRP portfolio.
