Job SummaryAbout the Position: Serves as a Subject Matter Expert (SME) providing advice on all aspects of Strategy, Engagements, and Programs to Director, J5, USAFRICOM. Advises the Director on all matters pertaining to the development, preparation, approval, analysis, and execution of deliberately planned products (e.g. operations, plans, concept plans, and supporting plans) for the Command's Unified Command Plan (UCP).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience equivalent to the GS-14 level in the Federal service which includes: 1) Planning short- and long-term operations for a large organization, including analysis of manpower, workload distribution, resource allocation, operating problems, and conflicting priorities; And 2) Coordinating policy development, planning guidance, and program evaluation in support of military strategic objectives of a large organization; And 3) Leading staff efforts to integrate operations, influence decisions, and facilitate cooperation to achieve organizational goals. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14). Major DutiesIdentify required resources in order to promote an efficient, economical and progressive organization.Participate with other managers in setting organizational goals to assure development and establishment of adequate internal control systems.Apply knowledge of a variety of manpower and personnel specialties of personnel planning, policy, automation, budget, and management analysis in order to provide effective and efficient mission resources.Review staff proposals for evaluation and performance management tools to make modifications as necessary.Provide administrative and policy direction in terms of policy and guidance to provide direction to others.Identify operating problems, conflicting priorities, program deficiencies, and potential problem areas to propose corrective or preventative measures.Review position structure of the organization to ensure that positions are established to promote optimum balance between economy, efficiency and utilization of skills.Review all directorate programs for effectiveness to identify trends in concert with the urgency dictated by the condition.
