Job SummaryAs a Human Resources Specialist (User Support) at the GS-0201-12/13, you will be part of HRS Federal Staffing Center Office of Personnel Management. If selected, you will support customer agencies in implementing and using automated HR systems by advising customers, identifying business and system requirements, supporting system enhancements, delivering training, resolving user issues, and recommending improvements to HR processes and services
QualificationsTo be found qualified, your resume must clearly show experience that meets the Specialized Experience for the grade(s) you're applying for. For each position (paid or volunteer), include the months, years, and hours worked per week to be credited. One year of specialized experience equals 12 months at 40 hours per week (part-time hours are prorated). Experience listed without hours per week, or listed as "varies," will not receive credit. GS-12 Specialized Experience: Applicants must have one year of specialized experience equivalent to at least the GS-11 level in the Federal service, or equivalent, performing work that includes ALL of the following: Gathering and documenting customer needs that support implementation, enhancement, testing, and/or change management activities; Developing system user guides, job aids, communications, or other instructional materials to support users of automated human resources systems; Providing technical or functional guidance on human resources system processes, functionality, reporting, access, or business requirements; and Resolving user issues and recommending process, training, or system improvements. GS-13 Specialized Experience: Applicants must have one year of specialized experience equivalent to at least the GS-12 level in the Federal service, or equivalent, performing work supporting automated human resources systems that includes: Gathering and documenting business needs or system requirements that support system enhancements, testing, implementation and/or change management activities; Developing or delivering system training, guidance, demonstrations, or user support materials; Advising customers on HR system functionality, business processes, implementation activities, or system requirements; and Resolving user and system issues and recommending improvements based on customer feedback, system information, or recurring support needs. Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Major DutiesAdvise customer agencies on automated HR system capabilities, business processes, implementation activities, and system requirements. Gather and document customer business needs and system requirements to support enhancements, testing, automation, and implementation activities. Develop and deliver system training, demonstrations, user guides, job aids, communications, and other resources for customers and system users. Support change management activities by coordinating implementation efforts, communicating system changes, and incorporating customer feedback. Resolve functional and technical user issues and coordinate with technical staff to address system problems requiring additional support. Analyze Help Desk activity, system data, and customer feedback to identify trends and recommend process, training, or system improvements.
