Role Overview <strong>Senior Development Finance & PPP Expert</strong><br> United States – Remote (Washington, DC area preferred)<br> <strong>Contractor | Hourly</strong><br><br>Delphos is seeking a <strong>Senior Development Finance & PPP Expert</strong> to support our financial and transaction advisory mandates, with a focus on <strong>project-financed energy and infrastructure transactions across emerging and frontier markets</strong>.<br><br>Working alongside our Energy & Infrastructure team, the Expert will provide senior-level advisory support across project preparation, PPP structuring and bankability, blended finance, DFI and concessional capital solutions, private capital mobilization, and financial structuring.<br><br>The role will also support <strong>donor- and DFI-funded project preparation assignments</strong>, including feasibility studies and technical assistance engagements funded by organizations such as USTDA, the World Bank Group, and other bilateral and multilateral institutions. Key Responsibilities <strong>Key areas of responsibility include:</strong><br><ul style="margin-top:0cm;"><li>Structuring bankable PPPs and advising on project documentation, risk allocation and financing requirements</li><li>Identifying and structuring DFI, ECA, climate fund and blended/concessional finance solutions</li><li>Supporting projects from feasibility and financing through construction and implementation</li><li>Advising governments, SOEs, PPP units, developers and other public- and private-sector clients</li><li>Mobilizing private debt and equity for infrastructure projects in emerging markets</li></ul> Requirements <strong>We are looking for someone with:</strong><br><ul style="margin-top:0cm;"><li><strong>15+ years of relevant experience</strong> in development finance, infrastructure/project finance, PPP advisory, project preparation or transaction advisory</li><li>Demonstrable experience with <strong>DFIs and PPP transactions in emerging markets</strong></li><li>Strong knowledge of blended finance and capital mobilization structures</li><li>Experience with donor/DFI/government-funded feasibility studies, technical assistance or project preparation assignments</li><li>Recent comparable advisory or transaction experience</li><li>Experience across sectors such as energy/power, critical minerals, transport & logistics, digital infrastructure/ICT or water is preferred</li></ul><strong>U.S. work authorization is required.</strong> Candidates must also be eligible to work on USTDA-funded projects.
