About this role

Job summary

Reporting to the Director of Estates & Facilities you will plan and execute the delivery of all Property change projects, including those driven by operational change, asset lifecycle replacement, minor works or major construction projects, within Operational properties.

You will be a senior leader in Property, with responsibility to contribute to the development of the Property Directorate working with senior leaders across the Trust. You will be responsible for driving and delivering the Property Implementation Plan to support the Trust's strategy through investment projects and making the best use of available funds.

Main duties of the job

Reporting to the Director of Estates & Facilities and working closely with property colleagues and Stakeholders across the Trust to advise on all matters affecting the delivery and governance of property projects, including the development of required business cases ensuring a clear link to the Strategy. Working with property colleagues to create and implement a strategic plan for the delivery of projects within the agreed timeframe. Commissioning and managing engagement plans for people impacted by projects and ensuring that are appropriately reflected in the delivery of the project. Ensuring that the project team is appropriately advised on relevant regulatory matters and that projects are compliant with all relevant legislation and Department of Health Guidance. Delivering high quality efficient services through:

Resource management.

Appropriate skills mix.

Relevant reporting and comprehensive assurance.

Regular and close liaison with the Senior Leadership Team (SLT) within the Property Departments and Clinical and Operational Leads on matters of policy, service provision and service user safety. Developing an understanding of the importance of designing the best environment for service user and staff safety and positioning the Trust at the forefront of best practice in this area is a key objective.

Person Specification

Qualifications Essential

Educated to Masters degree level in a construction related subject or have substantial experience in the delivery of healthcare or equivalent complex and regulated facility projects. Prince 2 or equivalent project management qualification.

Desirable

Membership of a professional surveying, engineering, construction, architectural or similar chartered institute for example RICS, RIBA, CIBSE, CIOB, ICE or CEng or alternative post graduate qualification.

Experience Essential

Extensive experience operating at an equivalent level with a proven track record of shaping and delivering in a complex environment of regulations and diverse Stakeholder groups. Similar experience, within a healthcare environment would be desirable. Experience of governance processes and of developing business cases to support investment proposals and benefits realisation. Experience of simultaneously managing multiple projects. Experience of managing a blended team of directly employed staff, consultants and suppliers to provide an integrated service and seamless delivery. Experience of working with a variety of contract, commercial and procurement methods.

Desirable

Experience at a senior level within the NHS and specifically mental health settings.
