Job SummaryThis is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base Facilities and Major Range and Test Facilities Base to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Incumbent serves as the Director of Public Works, with full authority for the management and operational decisions related to all public works functions for USAG Dugway Proving Ground, Directorate of Public Works at Dugway, UT.

Specialized Experience: One year of specialized experience which includes (1) Managing public works projects or programs to ensure effective planning, progress monitoring and issue resolution; (2) Analyzing program and mission requirements to develop long-range plans and budgetary documents; (3) Implementing public works or infrastructure programs to support essential installation services; AND (4) Leading technical or professional staff to improve organizational productivity. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Major DutiesDirect all public works functions for the installation, including engineering, environmental programs, housing, real property services, business operations, and logistical support activities.Oversee compliance with environmental, natural, and cultural laws and ensure proper maintenance, operation, repair, and construction of installation facilities and infrastructure.Develop and implement long-range master plans that align engineering, construction, planning, and resource management activities with installation strategic goals.Manage complex and sensitive multi-year projects and essential public works services such as quality control, utilities conservation, pest management, refuse collection, and snow removal.Exercise full supervisory and managerial authority over program managers, engineers, environmental specialists, and administrative staff through subordinate supervisors.
