QualificationsOne year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: Experience performing analysis and assessment of financial operations and practices; assisting in the application of technology and re-engineering efforts to streamline operational processes; providing expert advice and technical guidance on financial management principles relating to finance operations; and planning or implementing process improvements, policies, and procedures to reduce operational costs and enhance customer service. You may qualify for consideration if meeting specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement. This position requires you to obtain and maintain a Level 2 Certification under the DoD Financial Management (FM) Certification Program as a condition of employment. If you are selected, you will have to obtain this certification within two (2) years of your entry on duty in the position unless you are already in a position that requires a Level 2 Certification in which case you must complete the certification within the original 2-year period. Failure to become certified within the required time-frame may be grounds for removal from the position and/or from Federal service. Major DutiesServes as a key advisor and Deputy Director for Disbursing Operations, executing DoD and DFAS strategic plans, and developing initiatives to reduce costs and improve customer service.Interprets regulatory guidelines to make recommendations on finance operations, while also developing and implementing division-specific policies and procedures as needed.Manages and supervises subordinate divisions by planning, directing, and reviewing their work. This includes long-range planning, goal setting, and evaluating subordinate staff.Establishes and monitors performance measurement indicators to assess operational effectiveness. Promotes business process re-engineering to streamline operations and reduce costs.Develops, documents, and operates internal process and system controls to ensure operations are compliant with laws and that assets are safeguarded against waste, loss, or unauthorized use.
