Specialized Experience: One year of specialized experience which includes 1) formulating facilities maintenance work plans to prioritize long-term infrastructure needs; 2) evaluating operational engineering performance to implement systemic process improvements; 3) managing work reception and contract quality assurance workflows; AND 4) directing a multidisciplinary staff to execute daily public works operations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
Major DutiesPrepares the Director's Annual Work Plans to include the financed and unconstrained programs for Real Property Maintenance Activity (RPMA) projects and Base Operations Support (BASOPS) large maintenance requirements.Develops and provides authoritative recommendations for real property maintenance plans, priorities, and schedules.Evaluates effectiveness of internal and external engineering operations through review and analysis of production reports and inspections.Performs studies and recommends improvements in division organization, processes and technologies to increase the efficiency and effectiveness of the division services.Performs delegated contract administration duties including analysis of contractor performance and recommendation for payment of contractor services.Supervises the activities of supervisory, administrative, specialist, program and management analysts, and other technical support personnel engaged in the division operations.
