Job Title: Senior Traveling Construction Project Manager – Federal DB/DBB ProjectsJob DescriptionThis role leads multiple federal design-build (DB) and design-bid-build (DBB) construction projects, managing general construction contracts up to $50M at various locations. The Senior Traveling Construction Project Manager oversees projects from planning through closeout, ensuring they are delivered safely, on time, within budget, and in full compliance with federal agency standards and contract requirements. The position requires frequent travel, direct leadership of project teams, and close collaboration with federal clients and subcontractors on complex horizontal and vertical construction scopes, including secure facilities. Responsibilities • Oversee multiple construction projects from initial planning through final closeout, ensuring consistent execution across all phases. • Ensure projects are completed on schedule, within budget, and in strict compliance with contract requirements and federal agency standards. • Manage detailed project schedules, work plans, and deliverables in alignment with USACE, NAVFAC, and other federal agency expectations. • Conduct regular site visits, typically about one week per month with flexibility to adjust to project and operational needs, to inspect work progress, quality, and compliance. • Be present on job sites for several weeks at a time when project coverage or intensive oversight is required. • Oversee site development and coordinate closely with teams managing building construction, including superstructure, mechanical, electrical, plumbing (MEP), fire protection, security, and building envelope systems. • Ensure strict adherence to federal, state, and local construction codes as well as environmental regulations across all project activities. • Work closely with engineers, subcontractors, and field teams to identify, analyze, and resolve technical challenges in a timely manner. • Act as a general contractor engaged in all aspects of construction, integrating both horizontal (civil/site) and vertical (building) scopes into a cohesive project approach. • Directly manage internal teams, including project engineers, superintendents, and support staff, providing clear direction and performance oversight. • Collaborate with external partners who perform and manage the work, ensuring alignment with project goals, schedules, and quality standards. • Build and maintain strong relationships with subcontractors, vendors, and stakeholders to support successful project execution. • Develop, manage, and track project budgets, forecasts, and financial performance to maintain cost control and transparency. • Oversee subcontractor agreements, change orders, and procurement processes, ensuring accuracy, compliance, and timely execution. • Identify and mitigate financial risks while driving cost efficiency and value across the project portfolio. • Serve as the primary liaison between clients such as USACE, NAVFAC, and similar agencies, subcontractors, and internal project teams. • Lead project meetings, providing clear, concise progress updates and action plans to all stakeholders. • Cultivate and maintain strong client relationships to support repeat business and future project opportunities. • Ensure full compliance with contract specifications, safety protocols including OSHA and EM 385 standards, and applicable security requirements. • Identify project risks early and develop robust mitigation strategies to protect schedule, budget, and quality. • Ensure all work meets or exceeds established quality control and quality assurance standards. • Supervise both field and office staff, aligning project teams with organizational goals and performance expectations. • Provide mentorship, guidance, and support to junior project managers and project engineers to develop their skills and careers. • Report to Senior leadership on project status, delivering timely updates, issue escalations, and resolution plans. Essential Skills • At least 10 years of overall construction experience, ideally split between approximately 5 years of fieldwork and 5 years of project management. • Comprehensive knowledge of general construction practices, including renovations, new construction, site development, and excavation. • Multiple years of experience in the design, construction, and management of SCIF (Sensitive Compartmented Information Facility) projects. • Demonstrated ability to manage large general construction contracts ranging from $500,000 to $25,000,000 and up to approximately $50M. • Strong proficiency in project management software such as RMS, Procore, P6, MS Project, and similar platforms. • Experience managing federal construction projects with agencies such as USACE, NAVFAC, or comparable organizations. • Proven ability to lead internal teams, including project engineers, superintendents, and support staff, in a fast-paced construction environment. • Experience working closely with external partners and building strong relationships with subcontractors, vendors, and stakeholders. • Clear and effective communication skills in English, both written and spoken, suitable for client-facing and team leadership responsibilities. • Ability to obtain and maintain DISCO Secret Clearance or higher, as required, and secure access to military installations. • Valid driver’s license to support regular travel to project sites and client locations. • Strong relationship-building skills with clients and project partners, fostering trust and long-term collaboration. • Solid understanding of construction management, project engineering, and project coordination in commercial and civil construction settings. • Hands-on experience with civil engineering concepts related to site development and civil construction. • Working familiarity with Microsoft Office Suite for documentation, reporting, and communication. Additional Skills & Qualifications • Experience with design, mechanical systems, and engineering coordination, including the use of AutoCAD for reviewing or supporting design documentation. • Background in commercial construction and project coordination, including management of RFIs, change orders, and project engineering tasks. • Interest in expanding expertise into vertical construction to further support general contracting operations. • Ability to foster a collaborative work environment that balances in-house management with oversight of external teams. • Commitment to working with integrity and ethically, treating people with respect, keeping commitments, and upholding organizational values. • Demonstrated capability to inspire trust and maintain strong professional relationships across diverse project teams and stakeholders. The Senior Traveling Construction Project Manager has direct reports and leads both field and office personnel in a collaborative, team-oriented environment. Work is performed across active construction sites and office settings, involving coordination with engineers, subcontractors, and federal agency representatives. Individual compensation offered for this position within this range will depend on many factors, including qualifications, skills, relevant experience, job knowledge, geographic location, internal equity, and other pertinent job-related factors.• 10+ years of experience overall; split between fieldwork and project management (~5 years in each preferred) • Comprehensive knowledge of general construction practices, including renovations, new construction, site development, and excavation. • Multiple years of experience in the design, construction, and management of SCIF projects. • Strong proficiency in project management software (Kahua, RMS, Procore, P6, MS Project, etc.). • Ability to obtain and maintain DISCO Secret Clearance or higher levels, if required, and be able to obtain access to military installations. • Must be able to manage large general construction contracts, contracts between $500,000 - $25,000,000 • Strong relationship-building skills with clients and project partners. • Clear and effective communication in English, both written and spoken. • Familiarity with the Microsoft Suite • Valid Driver’s License • Interest in expanding expertise into vertical construction to support general contracting operations. • Experience working on federal construction projects with USACE, NAVFAC, or similar agencies.
