Job Summary The Benefits Confidential Administrative Assistant manages the administration, execution, and day-to-day operations of all employee benefits, wellness programs, and contract-driven benefit provisions for the school district. Because this position routinely handles sensitive employee health records and assists with labor relations, contract cost projections, and collective bargaining preparation, it operates in a strictly confidential capacity. The ideal candidate ensures compliance with federal, state, and local regulations while providing compassionate customer service, conducting routine benefits and billing audits, maintaining district reporting, and supporting labor relations data analysis. Key Responsibilities Core Benefits Administration, Vendor Coordination & Auditing Ensure accurate, timely, and confidential administration of employee benefits, including health, dental, vision, prescription, Flexible Spending Accounts (FSA), disability, and other district-provided programs. Conduct regular audits of benefit enrollments, carrier billing statements, dependent eligibility, and payroll deductions to ensure data accuracy, prevent premium overpayments, and resolve discrepancies. Provide high-quality support to employees by serving as the primary point of contact for benefit inquiries, enrollment, eligibility, and related documentation. Support the Human Resources Department with onboarding processes, administering retiree benefits, and completing benefit-related reporting, billing, and vendor coordination. Manage monthly billings, carrier reconciliations, annual open enrollment, and routine auditing of subscriber data. Negotiations Support & Collective Bargaining Administration Assist with the collection and analysis of data related to employee negotiations, including benefit cost projections, census data compilation, utilization trends, and comparative plan design analyses to support confidential union contract negotiations. Administer Tuition Reimbursement programs in strict accordance with collective bargaining agreements (CBAs), verifying course eligibility, pre-approval documentation, transcripts, and reimbursement requests. Compliance, Leave & Financial Reporting Administer Family and Medical Leave Act (FMLA), COBRA, and workers' compensation claims in strict compliance with federal, state, and district guidelines. Ensure comprehensive Affordable Care Act (ACA) compliance, including tracking eligibility, hours, and annual tax filings (1095-C/1094-C). Assist with financial and regulatory audit requirements, including Governmental Accounting Standards Board (GASB) benefit reporting (e.g., OPEB reporting). Assist employees with retirement transition paperwork and voluntary 403(b)/457(b) savings plans while maintaining strict confidentiality under HIPAA and ADA guidelines. Required Qualifications Education & Experience Education: Minimum of an Associate's Degree in Human Resources, Business Administration, Accounting, or a related field. Experience Requirements: Prior experience in general office and clerical work required. Direct experience working in benefits administration preferred. Direct experience administering FMLA, COBRA, and Workers' Compensation. Experience with benefit enrollment and billing audits. Experience with Governmental Accounting Standards Board (GASB) benefit reporting requirements. Experience handling and managing monthly billings and premium reconciliations. Prior experience in a public school district, municipal government, or unionized environment preferred. Technical & Systems Proficiency Frontline: Practical experience utilizing Frontline Education software (e.g., Frontline Central, Absence Management, Professional Learning). Core Software: General knowledge of Microsoft Word, Excel, Outlook, Google Suite (Docs, Sheets, Slides), and standard basic computer programs required. Database Management: Demonstrated ability to navigate multiple computer systems, software platforms, and databases effectively. Knowledge, Skills & Abilities Vendor & Plan Expertise: Strong working knowledge of insurance vendor products, carrier structures, and third-party administrator (TPA) processes. Regulatory Compliance & Auditing: Clear understanding of ACA compliance, FMLA regulations, COBRA administration, statutory workers' compensation protocols, and internal benefit audit procedures. Interpersonal & Customer Service: Exceptional ability to deal effectively, courteously, and tactfully with associates, district employees, and the general public. Labor & Cost Analysis Support: Understanding of collective bargaining agreements, tuition reimbursement administration, and financial data tracking for negotiation support. Confidentiality: Absolute discretion and integrity in maintaining strict confidentiality of sensitive personnel information, labor negotiation strategies, and protected health information (PHI). TERMS OF EMPLOYMENT: 1. Full-Time Position, 12 months per year. 2. Salary and benefits according to the Confidential Secretaries Compensation

12 month, full-time position. Hours: 8:00 am to 4:00 pm (1/2 hour unpaid lunch) Salary: Commensurate with experience and Confidential Handbook.
