You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience equivalent to at least the GS-13 grade level in the Federal service which includes managing large and/or technically complex military and/or civil works construction projects or programs; analyzing workload to workforce; outlining policy and overall program requirements and objectives; providing direction of work assignments; assuring compliance with established policies and procedures; managing subordinate supervisors; performing the full-range of personnel activities including evaluating performance, deciding disciplinary actions, approving personnel actions and recruiting new talent. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).

Major DutiesPlans and schedules work to be accomplished by the team and coordinates work of employees.Sets priorities and prepares schedules for work completion; confers with heads of other units to negotiate and/or coordinate work-related changes.Assigns work to subordinates based on priority, difficulty, and employees capabilities; assures that workload and project responsibilities are specifically delegated and assigned to project managers and budget analysts.Oversees preparation of Project Management Plans (PMP), which become the District's blueprint for executing and financing military projects.Serves as point-of-contact and authoritative source of information and advice to customers and to district technical elements regarding military-funded projects in various stages of completion.Assures compliance with project schedule and costs by all elements involved in project execution and directs revision of those schedules as appropriate.Controls project funds in accordance with the PMP; allocates funds to participating elements and revises fund requirements as appropriate.
