Job SummaryYou will serve as a General Engineer in the LO/CLO TECH POLICY & ADVANCED PROJECTS, Code PMR51 of OFFICE OF NAVAL RESEARCH.
QualificationsIn addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower pay band (NP-03) or GS equivalent (GS-11/13) in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Utilizing knowledge of the performance of and/or management of science and technology implementation in Naval platforms (weapons and/or aircraft and/or unmanned vehicles and/or small craft and/or surface ships and/or submarines); 2) Working with Low Observable/Counter Low Observable (LO/CLO) community, signature reduction or control, naval architecture, RCS prediction techniques, and/or electromagnetic theory; 3) Leading complex systems development and/or the management of large-scale research and development programs, especially those involving new and emerging technologies; and 4) Utilizing experience in planning, programming, contracting, budgeting, evaluation and analysis of research and development. Major DutiesYou will perform professional engineering and scientific work spanning multiple domains and implements science and technology plans/programs through the management and execution of individual projects and tasks.You will define, lead and mold highly challenging and innovative programs consistent with general guidance.You will lead an international research community, initiating new sub-disciplines, and/or draw on multidisciplinary expertise to address critical technical challenges.You will effectively prepare and deliver communications at appropriate level for multiple/various audiences.You will actively engage with a wide variety of experts in government, industry and academia to significantly increase ONR's ability to ensure wide access to various perspectives.You will foster successful working relationships with officials in DoN, DoD and other agencies to resolve highly complex problems and to effectively carry out integrated advisory and program work.You will implement program plans including resource allocations (people, contracts, scheduling and funding) to ensure successful program execution, adjusting when necessary, with minimal guidance.You will establish and implement effective processes for monitoring and assessing the quality and progress of a program's research efforts.You will develop the workforce structure with a long-term view to encompass developing individuals, planning for succession and retirements, and recruiting to enable all work unit or team members to function optimally.You will provide timely informative and responsive feedback to subordinates and successfully coaches subordinates to promote competency and professional progression.
