Job SummaryAbout the Position: The Incumbent will serve as the Management and Program Analyst responsible for coordinating, implementing, and monitoring the contract compliance program and surveillance systems for support of agency contracts.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. Specialized Experience: One year of specialized experience which includes: (1) Managing the Contracting Officer's Representative (COR) program to ensure compliance with agency contract requirements; (2) Analyzing contract and Government Purchase Card (GPC) data to identify and resolve systemic operational trends (3) Conducting routine COR and GPC audits to verify adherence to Department of Defense regulations; and (4) Administering enterprise procurement systems to manage user access and track required training. This definition of specialized experience is typical work performed at the next lower grade/level position in the federal service (GS-11) Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

Major DutiesDevelop guidance and templates to support representatives in executing contractual requirements.Review acquisition documents to ensure compliance with government policies and industry best practices.Prepare contractual and procurement documents to meet a broad range of acquisition requirements.Analyze contractual data to identify trends and recommend improvements to operating procedures.Monitor contract surveillance systems to ensure compliance with performance metrics.Evaluate supporting documentation to correct deficiencies and provide interpretive guidance.Brief management on findings and recommendations to facilitate understanding and acceptance.Participate in inspection programs to assess the effectiveness of contract management processes.
