You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. Specialized Experience: One year of specialized experience which includes 1) Assisting with the coordination of cargo movements through commercial or military ports; 2) Monitoring contractor performance against contract requirements for services such as stevedoring or terminal operations; 3) Providing technical advice on transportation and cargo clearance requirements; and 4) Reviewing invoices and transportation documents for accuracy. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

Major DutiesServes as the Primary Contracting Officer Representative (COR) for Stevedoring and Related Terminal Services contracts, advising alternate CORs and evaluating performance against contractual requirements.Conducts contract administration on command contracts for equipment, commodities, and services, and examines vouchers, invoices, and transaction documents to substantiate payments.Provides technical advice to terminal elements regarding the expeditious flow of traffic and cargo, including customs clearance, hazardous material transportation policies, and cargo processing requirements.Reviews Integrated Computerized Deployment System (ICODES) for the documentation of hazardous cargo and interprets hazardous material transportation policies and procedures.Plans, coordinates, and manages activities related to Defense Transportation System (DTS) cargo movement through the terminals in the 841st's Transportation Operation's area of responsibility (AOR).Performs independent studies and analyses of transportation operating systems, resulting in statistical reports, staff studies, and recommendations for new or changed functions or programs.Serves as the primary contact for the entire five-year stevedore contract process, handling all questions, requests for information, updates, and changes from various stakeholders.Obtains or exchanges factual information related to traffic management systems, provides advice to managers, and influences officials to accept recommendations on transportation support methods.
