This position is located at Bureau of the Fiscal Service, Technology and Data Acquisition. As an Investigative Analyst (Operations Analyst), you will serve as a technical expert in the examination of potentially fraudulent U.S. Treasury checks and ACH payments.

QualificationsYou must meet the following requirements by the closing date of this announcement. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized Experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position is defined as: - Conducting analytical investigations or research using financial and program data to identify irregularities, or potential fraud or emerging risks; AND - Evaluating evidence, developing investigative leads, and performing pattern or link analysis to support case development, or data, or audits, or enforcement actions; AND - Prepare clear and defensible written reports and briefings that summarize investigative research findings and support recommendations to leadership or oversight entities.

Major DutiesAs an Investigative Analyst (Operations Analyst), you will: Serve as primary expert liaison with the Department of the Treasury Office of the Inspector General (OIG), Office of the Chief Counsel, and with other Federal, State, and local law enforcement offices. Also serve as expert liaison to other Federal Program Agencies regarding potentially fraudulent payment matters. Perform data analysis regarding check claims, altered and counterfeit U.S. Treasury checks, mobile banking fraud, and ACH transactions. Track, identify, and document patterns and fraud trends for referral to respective enforcement agencies. Serve as communications link between post payment operations, investigative entities and Federal Program Agencies. Understand unique indicators of potential fraud and translate into actionable case for referral to investigative entities. Provide fact witness testimony on behalf of investigative and legal entities as to payment issuance process and subsequent post payment processes.RequirementsAll newly appointed employees to the competitive (or excepted) service are subject to a probationary (or trial) period. During this time, your performance, conduct, and suitability for continued employment will be evaluated. Your supervisor must affirmatively determine that continued employment is in the best interest of the Federal service. You are encouraged to actively engage with your supervisor, seek feedback, and understand role expectations. Additional guidance and support will be provided during onboarding. Must successfully complete a background investigation. Periodic reinvestigation is required no later than five years after selection and at least every succeeding five years. Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency. Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer. If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so. Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9.
