QualificationsWho May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience: One year of specialized experience which includes (1) preparing independent cost estimates for contract modifications; (2) monitoring project progress schedules using standard critical path modeling systems to identify delays; (3) reviewing engineering plans or specifications to determine material and equipment requirements; and (4) processing monthly progress payment estimates to verify contract compliance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10).

Major DutiesApplies an extensivepractical knowledge of field operations in the process of administering contracts.Projects usually entail multi-million dollar expenditures.Reviews and finalizes action (up to point of signature) on change orders and contract modifications.Analyzes proposals to insure completeness, accuracy and consistency with scope of modification work.Conducts negotiations with contractors which entails the responsibility for a decision rendered on behalf of the Government.Discusses discrepancies with field inspectors and/or project/resident/office engineer to insure payments are based on accurate information.Develops specifications for contracts required to maintain the Resident Office structure, grounds and additional equipment needs.
