Job SummaryThis position reports to the HSS, Supervisory Facility Systems Redesign Coordinator at CVV AMC. As the Systems Redesign Specialist, the incumbent is expected to participate in and facilitate transformative quality, safety, effectiveness, and efficiency improvement efforts; act as the project lead for healthcare and operational improvement projects impacting patient care delivery systems and functions throughout the medical center.
QualificationsTo qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/31/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9 The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: comprehensive, intensive practical knowledge of all VA directives and medical center policies to perform all responsibilities/duties to include a thorough knowledge of scheduling of medical care appointments, release of informationprocedures, medical record maintenance, and computer support programs. OR Education: Applicants may substitute education for the required experience. For GS-9, master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. For GS-11, to qualify based on education for this grade level you must have: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. Major DutiesPromotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Participates in and facilitates transformative quality safety, effectiveness, and efficiency improvement efforts. Acts as the project lead for healthcare and operational improvement projects impacting patient care delivery systems and functions throughout the medical center. Facilitates, coaches, and trains audiences at all levels of the organization throughout the lifecycle of a performance improvement project. The incumbent will demonstrate creativity and flexibility in using standard Systems Redesign improvement methodologies with existing organizational cultural transformation efforts. Conducts extensive work in analyzing data and conducting background research on the issue. Defines a project scope and goals through a collaborative process with subject matter experts and leadership at the facility, service line or program, or unit level. Creates designs of experiments that align to project goals and team-developed solutions. Serves as primary facilitator providing instruction to others on Lean, Lean Six Sigma, Systems Redesign, or other improvement methodologies principles and tools through formal classroom instruction or small group mentoring. Develops statistical, graphical, and narrative reports, and communicates these studies to medical center executive leadership, service chiefs, supervisors, and other staff. Knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and organizational productivity.
