Job SummaryThis position is part of the Warfare Centers Personnel Demonstration Project. The ND-5 pay band encompasses positions equivalent to GS-14 and GS-15. You will serve as the Director of Transition in the Chief Technology Office (Code 00T) of the Naval Surface Warfare Center Panama City Division.
QualificationsThis is an interdisciplinary position and may be filled by a General Engineer (0801-series) or a General Physical Scientist (1301-series) depending upon the qualifications of the candidate. Applicants in positions with occupational series other than those listed (0801 and 1301) may apply; however, you must apply directly to the series listed in this vacancy that is most applicable to your qualifications. In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the ND-4 pay band (GS-12 and GS-13 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a professional engineer or scientist demonstrating experience leading the technical evaluation and transition planning of applied physical science or complex engineering systems. This experience must include applying scientific or engineering principles to accomplish at least TWO of the following: 1) Assessing Technology Readiness Levels (TRLs) for RDT&E projects. 2) Overseeing the design or execution of rigorous testing and evaluation parameters to validate prototype performance. 3) Mitigating technical risks in emerging physical systems. 4) Securing funding or transition pathways to bridge laboratory technologies to formal Programs of Record. Major DutiesYou will lead the scientific review of early-stage research programs to assess technical feasibility, scientific merit, and military potential, aligning viable projects with established prototyping and transition pathways.You will translate operational fleet requirements into testable systems and actionable science and technology strategies.You will oversee the design of scientifically rigorous experiments to validate system performance and direct root-cause failure analysis for transitioning technologies.You will analyze the command's technology portfolios to identify opportunities for technology integration, translating high-level priorities into plans that create new, multi-domain capabilities for the warfighter.You will communicate complex technical and strategic information to diverse audiences through clear, concise written and oral methods to justify resource allocation, connect concepts to military requirements, and guide long-range planning.You will serve as the command's Office of Research and Technology Application (ORTA) lead, leading command efforts to leverage critical T2 and IP mechanisms such as CRADAs, EPAs, PIAs, or patents, to expedite innovation.
