Job SummaryYou will serve as a MANAGER in the Contracts Department of NAVSURFWARCENDLD.

QualificationsIn addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-05 (GS-13/14 equivalency), in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a professional contracting specialist manager demonstrating the following: Providing management oversight of an organiziation's cradle-to-grave acquisitions for supplies and services, recommending an acquisition strategy, analyzing contract charges or costs to determine appropriateness or reasonableness, advising program offices on Federal procurement requirements, facilitating contract changes through the life-cycle of an acquisition, and implementing acquisition procedures to facilitate contract execution and administration. Warranted Contracting Officer soliciting, evaluating, negotiating, awarding, or overseeing contracts for the acquisition or procurement of equipment, supplies, or services. All documentation produced require compliance with Federal regulations and policies. Major DutiesYou will serve as the primary business advisor to 2-4 assigned customers at the Department Head or equivalent level, and is accountable for awarding their contracts for supplies and services in a timely manner.You will possess an unlimited Contracting Officer's Warrant and be authorized to execute a wide variety of contractual actions, including all actions executed within Code 023.You will be the approving official for all actions up to $10M with no additional oversight or review, which constitutes a significant amount of personal responsibility for the candidate.You will lead and be the first-level supervisor for a division consisting of 25-30 contracting professionals.You will be responsible for managing the workload and professional development of all of the contracting professionals assigned to Code 023, including multiple Navy Acquisition Development Program (NADP) interns.You will serve as a member of the Code 02 Management Team (MT) and Contracts Peer Review Board (PRB).
