Work Planning & Control Manager

C.A. Murren is seeking a Work Planning & Control Manager who will lead work planning, package development, review, release, field-change control, suspension, turnover, and closure activities for a large, complex construction project. The ideal candidate will have extensive experience developing multidisciplinary work packages and leading planning teams in highly regulated, quality-driven construction environments. This person must be exceptionally organized, technically strong, proactive, and able to coordinate effectively across engineering, quality, project controls, procurement, field operations, testing, and commissioning. The Work Planning & Control Manager will ensure work packages are complete, constructible, properly controlled, and aligned with schedule, quality, material, testing, and turnover requirements.
Key Responsibilities:
• Establish work planning, package development, review, release, field-change, suspension, turnover, and closure procedures aligned with project controls and the approved quality program.
• Lead development and independent technical/editorial review of detailed technical procedures, basis-of-estimate support documents, and multidisciplinary work packages for civil, structural, mechanical, piping, welding, electrical, and demolition scope.
• Manage discipline planners and package priorities to support the Level 3/4 schedule, area sequence, procurement status, design maturity, quality hold points, testing, commissioning, and turnover milestones.
• Require field walkdowns and constructability reviews to define scope, boundaries, access, work sequence, temporary works, hazards, prerequisites, required support organizations, testing, and restoration.
• Ensure each package identifies current drawings and specifications, functional classification and quality level, approved changes and RFIs, applicable codes, vendor submittal status and comments, materials, quantities, tools, measuring and test equipment, and acceptance criteria.
• Integrate approved inspection and test plans, QC and Company hold/witness points, special inspections, laboratory sampling/testing, NDE, pressure testing, commissioning, environmental controls, and required notification lead times.
• For welding packages, coordinate with welding leadership and confirm approved welding procedures and qualifications, weld maps and joint sketches, base/filler materials, process parameters, preheat/interpass/PWHT requirements, NDE/VT hold points, cleanliness requirements, and repair documentation are available before release.
• For pressure-test packages, define signed test boundaries, blind/isolation lists, temporary support and restraint checks, calibrated gauge information, test medium, pressure and hold criteria, barricades, restoration requirements, and report forms.
• For electrical packages, integrate pre-pour ductbank and grounding inspections, conduit protection/spacing/slope/identification, mandrel-and-swab checks, direct-burial and manhole controls, as-built redlines, and approved FAT/SAT or NETA test-plan, witness, and certified-report requirements as applicable.
• Ensure procured material is released, traceable, preserved, and supported by required CMTR/COC documentation; prevent packages from releasing against unapproved substitutions or unresolved certification gaps.
• Control package revisions and redlines during execution; require approved design change or RFI resolution before deviations and maintain configuration through as-built and turnover updates.
• Establish readiness-review and closure checklists; drive completion of inspection records, test reports, material records, NCR/CAR dispositions, punch items, as-builts, status codes, and turnover indices.
• Track planning quality, package churn, field-generated RFIs, holds, late materials, missed inspections, rework, closure aging, and constraint removal; lead corrective actions and continuous improvement.
Qualifications:
• Bachelor’s degree in Engineering, Construction Management, or a related technical discipline, or an equivalent combination of technical education and extensive work-planning experience.
• At least 10 years of construction/work planning experience, including at least 5 years supporting highly regulated federal, energy, industrial, or similarly controlled construction work and at least 3 years leading planners or a work-control organization.
• Demonstrated knowledge of formal work-package development, field walkdowns, configuration control, hold/witness points, quality records, material control, testing, LOTO interfaces, turnover, and schedule integration.
• Working knowledge of formal quality assurance programs and graded quality approaches, with the ability to flow quality requirements into working-level instructions.
• Ability to read multidisciplinary drawings, specifications, P&IDs, line lists/classes, vendor documents, civil plans, utility profiles, electrical one-lines/ductbank drawings, and construction schedules.
• Strong leadership, prioritization, facilitation, technical writing, and electronic work-management skills.
• Experience with MAXIMO, Asset Suite, or comparable work-management systems and electronic document/turnover systems preferred.
• Experience planning heavy civil, underground utilities, process piping/firewater, welding, tanks, coatings, pressure tests, electrical ductbanks, and commissioning interfaces preferred.
• AWS CWI and at least 5 years of welding, fabrication, and production-planning experience preferred for a candidate assigned direct leadership of welding planning.
• Formal work planning/control, project controls, constructability, or human-performance training preferred.
• Experience managing package closure and field-change/backlog recovery on a large, highly regulated capital project preferred.
