About this role
FDM is a global business and technology consultancy seeking a Service Manager to support the our public sector end client's Project and Programme Delivery (PPD) East Hub Flood and Coastal Risk Management (FCRM) Programme. This is initially a 12-month contract with the potential to extend for a further 12 months and will be remote but require travel to areas such as Norfolk and Kent as required (expenses paid).
As a Service Manager, you will play a critical role in supporting the successful delivery of a nationally significant programme of flood and coastal risk management projects. You will be responsible for undertaking the full range of NEC4 Service Manager duties, ensuring effective contract governance, commercial management, programme oversight, and stakeholder engagement across multiple projects and contracts. Working closely with Project Managers, delivery teams, and suppliers, you will help maintain contractual compliance, manage performance, mitigate risks, and support the achievement of programme objectives through strong governance, coordination, and operational oversight.
The successful candidate will work as the primary consultant supporting the programme, with the potential for additional resources to join the engagement as requirements evolve.
Key Responsibilities:
Undertake all NEC4 Service Manager duties across multiple contracts and projects within the programmeAct as the NEC4 accredited Service Manager on NEC4 Professional Services Contracts (PSC), providing contract administration and supporting successful project and programme deliveryAdminister contracts in accordance with NEC4 Professional Services Contract (PSC) requirementsMaintain close engagement with end client project teams and stakeholders to ensure service delivery aligns with programme objectives and prioritiesManage contract administration activities through FastDraft and associated governance processesSupport cost forecasting activities and ensure accurate financial reportingPrepare, review, and report contract forecasts to end client Project Managers to support project forecasting and Financial Scheme of Delegation (FSoD) requirementsCoordinate cost transfers and payment allocations to the appropriate project, programme, and Single Operating System (SOP) cost codesMonitor amounts due under contract and ensure certified payments accurately reflect project allocations, preparing supporting schedules and documentation for FastDraft submissionMonitor contract performance and ensure compliance with contractual obligations, governance requirements, and timescalesEnsure all duties are undertaken in a collaborative, professional manner, applying appropriate technical knowledge and NEC best practiceManage programme information, communications, and reporting requirementsProvide commercial support and advice to project teams and stakeholdersEnsure contractual response periods are achieved and documented appropriatelyWork collaboratively with end client Project Managers to maintain effective contract governanceSupport risk, issue, and change management processes across multiple projectsBuild and maintain strong working relationships with internal and external stakeholdersProvide Service Manager support across a range of NEC contracts including Resident Principal Designer, Area Resourcing, Technical Services, ESE Call-off, PMSS, and ECC PM contractsContribute to the successful delivery of flood and coastal risk management projects across the programme
About You Must Have:
Proven experience performing Service Manager, Contract Manager, Project Manager, or Programme Management roles within infrastructure, environmental, engineering, or public sector programmesStrong experience administering and managing contracts under the NEC4 framework, particularly NEC4 PSC contractsSolid understanding of NEC contractual processes, governance, and service management responsibilitiesExperience supporting cost forecasting, financial management, and commercial reporting activitiesExperience managing multiple projects or contracts simultaneouslyStrong stakeholder engagement and relationship management skillsExcellent programme coordination and delivery management experienceStrong organisational, analytical, and problem-solving skillsAbility to manage competing priorities within a complex programme environmentExcellent written and verbal communication skills Nice to have:
