Emergency Management Specialist

Position Description: The Emergency Management Specialist supports the university’s emergency management program by administering the TechAlert emergency notification system, coordinating preparedness initiatives, supporting emergency planning and exercises, and promoting campus readiness through training and outreach. This position serves as the primary administrator of the university’s emergency notification platform, ensuring its operational readiness, technical integrity and effective use during emergencies. Part of the Emergency Management team, the specialist collaborates with the Texas Tech Fire Marshal’s Office, Texas Tech Police Department, Marketing & Communications, Information Technology and other campus partners to maintain emergency notification capabilities, support emergency response operations, and advance campus preparedness efforts.

Major/Essential Functions: Key Responsibilities • Emergency Notification Program Administration • Serve as the primary administrator of the TechAlert emergency notification system. • Ensure operational readiness, functionality and technical integrity of the emergency notification platform. • Coordinate emergency notifications in collaboration with Marketing & Communications, Texas Tech Police Department, and other authorized stakeholders. • Develop, maintain and regularly review emergency notification templates, contact groups and activation procedures. • Coordinate routine training and testing of the emergency notification system and document compliance with applicable policies and procedures. • Research, evaluate and coordinate implementation of system enhancements, including GIS-based notification capabilities and other platform improvements. • Maintain user permissions, system documentation and administrative procedures. Emergency Preparedness • Support development, maintenance and implementation of campus emergency preparedness initiatives to include coordination with other departments on social media initiatives. • Assist with emergency response procedures and preparedness documentation. • Support tabletop exercises, functional exercises and drills. • Assist with Emergency Operations Center preparedness and emergency response activities. • Maintain emergency resource inventories and support readiness of emergency equipment and supplies Training and Outreach • Develop and deliver recurring training for campus users authorized to issue emergency notifications. • Plan, coordinate and implement outreach activities that increase TechAlert enrollment, enhance public awareness of emergency preparedness, and promote personal safety through community engagement, educational efforts and social media outreach campaigns. • Represent Emergency Management, the Texas Tech Fire Marshal’s Office and TechAlert at student orientation, employee on-boarding and campus outreach events. • Develop educational materials supporting emergency preparedness and emergency notifications. Collaboration and Assessment • Collaborate with Marketing & Communications to ensure emergency messaging aligns with university communication standards during incidents. • Coordinate with Information Technology and vendors regarding system performance, maintenance and upgrades. • Build strong working relationships with university departments, public safety partners and external agencies. • Track, analyze and report metrics related to TechAlert participation, training completion, outreach efforts and system performance. • Recommend continuous improvements to emergency notification and preparedness programs.

Preferred Qualifications: • Experience administering mass notification systems or similar messaging platforms • Familiarity with emergency management principles, including the National Incident Management System (NIMS) and Incident Command System (ICS). • Experience in assisting with emergency preparedness training, tabletop exercises or drills. • Knowledge of GIS-based notification capabilities, including targeted geographic alerting and polygon-based messaging. • Experience developing public education or preparedness campaigns. • Working knowledge of higher education operations and campus emergency response. • Familiarity with police, fire, EMS and emergency management organizations. • Demonstrated ability to remain calm, focused, and effective during emergency or high-stress situations.

Required Qualifications: Bachelor’s degree in emergency management, communications, public administration, public relations, public safety, public health, or a related field. A minimum of 2 years of professional experience in emergency management, emergency communications, crisis communications, public safety, public health, higher education administration or a related field. Experience administering technical systems, coordinating cross-functional initiatives and delivering training is preferred.
