Job summary
As directed by the Estates Manager the post holder will be responsible for the integrity of theMechanical, Electrical, Building and Fabric infrastructure and for providing specialist technicaladvice to the day-to-day management of the Trust's buildings with regard to breakdowns,planned preventative maintenance and minor works projects whilst providing expert advice on allaspects of Estates Specialist Services. Engineering Manager will be employed on work appropriate to their core specialist skills. However, progressively be suitably trained to acquire elements of other skills with the intension of reaching levels of flexibility and competence to enable them to achieve and apply the ability, where required to perform the following: To provide safe and efficient day to day operational management of the Trust's engineering systems. To ensure the Estates service meets statutory requirements at all times and is responsive to the client's requirements. The role will require the post holder to participate in an on-call Rota for the Estates Department,to undertake the organisation and supervision of any work necessary out of normal workinghours, the following duties are included:Attend site out of normal working hours as necessary.Be prepared to be available within reason to work at short notice, out of normalworking hours, in emergency situations.
Main duties of the job
To take the lead responsibility for Operation, Maintenance and Management of the Engineeringsystems associated within the Trust's premises. To lead on the interpretation of Electrical and Mechanical test results and the subsequent correctiveactions. Develop and prepare various management reports on Engineering Services, Risk, IPC, VSG / WSGcompliance and performance as and when required. Responsible for keeping accurate and complete records of all activities and ensure writtencommunication is consistent with legislation, policies and procedures. To act as 'Authorized Person for HV, LV, MGPS, Ventilation, Steam & Pressure Systems, Lifts andmaintaining strict records of these systems to meet operational and statutory requirements. Responsible for the regularly reviewing the use of highly complex engineering systems to ensure thatthey continue to meet demand criteria and user's expectation of the service, particularly where suchservices have a direct impact on clinical care or safety. When assigned lead on the design and tender approved schemes in accordance with relevantlegislation, guidance and procedures. Develop and maintain emergency / contingency plans to maintain critical systems and minimizedisruption to the normal operation of the hospital during power failure or other emergency situation.

Management
To be responsible for the ongoing training and development of the member/s of staff within the postsareas of responsibility, ensuring they have the required skills and recognize their role in contributing tothe directorate performance. To lead on the Identification of statutory and NHS standards applicable to Estates function anddevelopment and management of systems to ensure full compliance is achieved. Responsible for promoting a Health and Safety culture within Estates, ensuring appropriate riskassessments are carried out by in-house staff and contractors and to manage the Estates Health andSafety advisor workload. Responsible for ensuring that all work undertaken on the estate is carried out in accordance with safeworking procedures, statutory requirements and HTM guidance. Responsible for the development, completion and review of policies and procedures relating to theEstates function. Liaise with Safety, Fire, Risk and Infection Prevention Control teams to ensure that all appropriatecontrols are place. Lead in the identification and assessment of risk in relation Estates and ensure that controls are put inplace. Person Specification
Knowledge Essential
Multi-disciplinary workforce experience in the management of an operational maintenance service of building systems and services within a large complex healthcare facility. Previous NHS provider experience. Detailed working knowledge of HTM's and HBN's. Experience of working in a demanding environment with many, sometimes conflicting priorities. Good technical knowledge of all building and engineering infrastructure e.g. steam, Hot A/I and Cold-Water Systems, HV/LV Distribution systems, UPS/IPS, Fire Alarm Systems, MGPS, Ventilation systems, etc.
Desirable
Experience of working within a team to achieve delivery of planned benefits. Technical and professional knowledge acquired through Experience and academically. Project management experience of supporting a change programme.
Qualifications Essential
Educated to Bachelor's Level in Engineering (Mechanical / Electrical / Building Services) or equivalent qualifications. Authorized Person for HV, LV, MGPS, Steam & Pressure Systems, etc. Chartered Member of a relevant professional body or working towards registration.
Desirable
Educated to Master's Level or equivalent in a building / engineering or built environment related subject. Authorised Person for Lifts, Ventilation, Decontamination, etc. Project Management qualification, e.g. PRINCE2 certification.
