Job SummaryYou will serve as a RIGGING & EQUIPMENT OPERATIONS MANAGER in the RIGGING & EQUIPMENT OPERATIONS DIV (740), DEPUTY LIFTING & HANDLING DEPT (701), LIFTING & HANDLING DEPARTMENT (700) of NORFOLK NAVAL SHIPYARD.

QualificationsYour resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience planning, developing and managing crane or rigging production projects for the repair, overhaul or modification of industrial ships. Experience in Shipyard work operations, trades, and shop practices. Experience developing maintenance requirements, schedules, and budgets. Experience in deck plate Rigging and or Crane Operations. Experience utilizing knowledge of all phases of lifting and handling operations, work practices and procedures, and Navy Standards and Weight Handling Equipment (WHE) design. Experience utilizing knowledge of waterfront rigging and crane operations, maintenance, engineering methods, processes and procedures as relates to lifting and weight handling. Experience managing various levels of shop supervisors and trades people including training requirements, funding, and manpower allocation and constraints. Experience analyzing problems and evaluating requirements, new methods, equipment, and work practices to meet organizational objectives. Major DutiesYou will serve as a manager for crane and rigging operations. responsible for maintaining a trained and qualified workforce to perform nuclear and non-nuclear lifting and handling operations throughout the Shipyard.You will monitor and evaluate the performance of all work executed by the Lifting and Handling Department and address performance issues within all divisions of department as required.You will enforce all established safety rules and requirements among the workforce.You will develop manpower planning and personnel management programs, establish and maintain space, equipment and personnel in support of the current workload and priorities, and initiate continuous changes as needed.You will serve as a technical expert in lifting and weight handling operations, resolving complex issues related to equipment acquisition and developing weight handling standards.You will develop and manage the budget for the Rigging and Equipment Operations Division.
