About this role

1. Context

Relief International (RI) is an international non-profit organization that partners with communities impacted by conflict, climate change and disaster to save lives, build greater resilience and promote long-term health and wellbeing.

2. Job Profile

Under the direct supervision of the NWS BHA project Manager and technical support of the Health and Nutrition Specialist and Protection Coordinator, the SRH officer will be responsible for technical supervision, mentoring and provision of technical support to the Sexual and Reproductive Health (SRH) teams (Gynaecologists, midwives, general practitioners) in RI-supported health facilities and WGSSs/ one stop centres in NWS, including CMR (Clinical Management of Rape) services to SGVB survivors. The job holder will be responsible to identify technical capacity gaps among health and protection staff in provision of SRH services, design capacity building plans in close coordination with the health DPM- Technical and GBV Coordinators, ensure proper implementation of the capacity building plan – through on-the-job and in-service trainings, supervision, discussion of cases, etc. - to ensure quality delivery of services in line with international standards. The job holder will ensure close coordination and collaboration including effectively working referral mechanisms between health facilities and protection service centres (both RI and non-RI centres)

3. Key Responsibilities

• Aquent oneself with international and Syria specific SRH service protocols, guidelines, and standards as well as the type of SRH services provided in target HFs and WGSS/ One Stop centers

• Conduct regular capacity building assessments of SRH staff in HFs and WGSS / One Stop centers to identify capacity gaps

• Design and implement capacity building plans to address identified capacity gaps such as mentoring and on-the-job training, in-service training, provision of reading materials and organizing case review within the HFs. In addition, provision of training/ orientation for WGSS / One stop centers staff on SRH services provided in health service to ensure full understanding of SRH services needed for GBV survivors.

• Conduct regular SRH service audit in the HFs and WGSS/ One Stop centers using tool agreed by the health DPM-Technical to evaluate and identify technical quality and/or other implementation issues, and provide solutions

• Ensure that SRH staff are well acquainted with international and Syria specific SRH service protocols and are strictly following these protocols

• Through close monitoring, discussion with HF management and advocacy, ensure that the supported HFs are ready to provide quality SGBV clinical care services which entails: -

• Presence of SGBV focal persons who are appropriately trained on CMR.

• Availability of dedicated space with the required privacy to provide services.

• Availability of dedicated lockable space to store RH-Kit 3 and recording and reporting tools.

• Availability of adequate stock of RH Kit 3.

• Ensure that SRH staff in supported HFs have clear understanding of the referral pathway between health and protection services, critical importance of referral and are following agreed referral procedures.

• Conduct joint session with the GBV team on SRH related topics

• Submit reports regularly as required to the Area Manager, Health DPM- Technical and the GBV Coordinator, explaining gaps identified, plan to address them, and progress achieved during relevant reporting periods

• Contribute to writing thematic reports to be used for internal improvement of service provision and for advocacy purposes at cluster level and with donors

• Analyze and interpret data and track performance versus SRH services indicators

• Any other tasks requested by line manager or technical supervisors

4. Person Specification

Skills, knowledge and expertise required for the role.

• University degree as Medical Doctor from recognized institute is required. Specialization as Gynecologist or Obstetrician or additional training in SRH is an added advantage.

• At least 5 years of experience in providing SRH & ٍSGBV services in Health center or hospital with at least 2 years of experience in supervisory or managerial role.

• Extensive experience in supervision, capacity building and facilitation of training

• Ability to validate and interpret health data, in particular Reproductive health data

• Demonstrated communication and training facilitation coordination skills

• Strong background experience in Planning, Organizing and Conducting Trainings

• Excellent interpersonal and problem-solving skills and flexibility

• Ability to work under high pressure and in a high security environment

• Computer skills: MS Word, Excel, Power-point

• Knowledge of English is important asset
