Main duties of the job
Our Adult Multi-Agency Safeguarding Hub (MASH) service is looking for a team manager.
The post holder will lead and manage the Adult MASH team, including Social Workers, Information Officers, and Minute Takers, ensuring safeguarding concerns are assessed and progressed effectively in line with legislation, local policies, and multi-agency procedures. They will provide leadership and oversight of complex and high-risk cases, support robust decision-making, and work closely with police, health, and other partner agencies to deliver coordinated safeguarding responses. The role includes managing staff performance and development, contributing to the work of the Safeguarding Adults Board, leading service improvement using data and audits, and ensuring the safety, wellbeing, and desired outcomes of adults at risk.
The successful candidate will have a social work qualification, with significant post-qualification and management experience. They will have strong knowledge of Adult Safeguarding and the Mental Capacity Act, alongside proven skills in leadership, staff supervision, performance management, and policy implementation. The successful applicant will be an effective problem solver, able to work collaboratively with partner agencies, use their own initiative, maintain accurate records, and be confident using IT systems. A Level 5 management qualification, or equivalent experience, is desirable.

Specific duties and responsibilities include:
To lead in ensuring that all policies and procedures take account of the legislation and guidance in this area and anticipates national strategic changes. In doing so, ensure the Council is fully compliant with its legal duties and responsibilities.
To undertake complex decisions about possible risk to members of the public and apply the policies and procedures for safeguarding adults fully and appropriately and allocate to a member of the team to take forward under section 42.
To manage a group of staff who work in a highly sensitive area for the council. In doing so to ensure that situations that are politically sensitive or include a complex multi-agency dynamic are appropriately managed.
Undertaking the lead role for HR issues within the team.
Hold clear accountability for safeguarding performance within the MASH, including timeliness, quality of decisionmaking, consistency of thresholds, and defensibility of outcomes, taking corrective action where performance falls below expected standards.
To use professional judgement and take full responsibility for the decisions made within the team with regard to the to service a high level of delivery and meeting national and local benchmarking requirements and adhering to local policies and procedures. This will be achieved by following the Multi Agency safeguarding policy produced by the SVPP and being answerable to the board as well as senior managers within the council.
To feed in statistical data to emerging concerns meetings with the Integrated Care Board (ICB) CQC and police regarding providers or others and be part of the decision-making process for future actions within the council and partner agencies.
Ensure supervision and performance management arrangements are in place, addressing poor performance promptly while supporting staff wellbeing and resilience in a highpressure safeguarding environment.
To develop and maintain relationships across service and agencies who are direct partners in the delivery of adult safeguarding by attending and being a professional partner.
To contribute to the work of the Safeguarding Adults Board and its subgroups via consultation and audit work.
To identify opportunities for service redesign that increases the effectiveness of the service and increases the safety of the people of Wiltshire.
Contribute to workforce plans to ensure the Council have access to appropriately qualified and trained staff to deliver these requirements.
Contribute to the multi-agency audit of the work within the MASH by collating data on alerts and outcomes and using this to observe trends and gaps in service in partnership with health and police colleagues.
