Individual Occupational Requirements Basic Requirement: In the Information Technology Specialist, GS-2210 occupation for the GS-5 through GS-15 (or equivalent) must have Information Technology (IT) related experience demonstrating each of the following competencies: Attention to Detail - Is thorough when performing work and conscientious about attending to detail; Customer Service - Works with clients and customers to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services; Oral Communication - Expresses information to individuals or groups effectively, taking into account the audience and nature of the information; makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately; and Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND To qualify at the GS-14 level: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-13 level in the Federal service. Specialized experience is defined as: Managing product cost, schedule and scope to ensure products are delivered within budget and on time; and Providing guidance to senior management during the product development lifecycle on new technologies and trends; and Developing and implementing go-to-market strategies, including user training, documentation and communication outreach for public-facing products and internal facing enterprise-wide services.
Major DutiesAs an Information Technology Specialist (Senior IT Product Manager), you will perform the following duties: Serve as Senior Information Technology Product Manager. Lead the product lifecycle of software applications and data solutions from concept, design, development, and testing to deployment and continuous improvement. Oversee the design and development of systems capable of performing tasks that include the use of machine learning (Artificial Intelligence) to create, deliver, and maintain algorithms, large language models, and systems that can process and analyze data used to make intelligent decisions or predictions. Lead cross-functional teams, including developers, testers, system architects, and project managers to ensure timely and cost-effective delivery of software solutions. Collaborate with stakeholders across BIS to define product vision, goals, and roadmaps that align with BIS objectives and end-user needs. Develop metrics to measure product success and ensure applications meet agency goals. Monitor product performance and user feedback, implementing changes or improvements based on data-driven insights.
