About the role
Connexus Hub is seeking a Site Security Manager to lead construction security for a secure facility renovation in San Diego. You would be the single point of accountability for the project's construction security program, from concept approval through accreditation.
This is a hands-on, on-site role. You will develop and manage the Construction Security Plan, conduct design reviews from a security perspective, inspect materials and finished work, oversee access control for cleared and uncleared labor, and build the documentation package the Accrediting Official relies on to accredit the space. You will work directly alongside the government program manager, the command SAP security officer, the special security officer, and the contracting officer's representative.
The position is dedicated to a single project. You will not be splitting time across other assignments.
What you'll do
• Develop the Construction Security Plan and coordinate its approval, then maintain it through the life of the project
• Prepare concept approval documentation, pre-construction checklists, and TEMPEST checklists, and initiate and complete the Fixed Facility Checklist
• Perform security design reviews at each phase of design and flag accreditation gaps before they become rework
• Document and photograph perimeter construction, close-ins and seal-ins, and finished work in accordance with ICD/ICS 705 Technical Specifications
• Inspect incoming material deliveries, including insulation, conduit, and doors, for introduced technical surveillance devices
• Coordinate cleared Construction Surveillance Technicians, track and supervise uncleared labor, and enforce visitor logging and escort protocols
• Maintain access control, vehicle, and worker records for inclusion in the final accreditation package
• Conduct risk assessments and periodic compliance inspections, and report anomalies and CSP deviations to the Accrediting Official within three business days
• Oversee STC acoustic testing and IEEE 299-2006 shielded enclosure testing performed by qualified specialists
• Operate and supervise x-ray screening equipment, non-linear junction detectors, metal detector wands, badging systems, and biometric enrollment systems
• Draft the facility operations SOP and emergency action plan to support accreditation and occupancy
What you need
These are firm requirements. The government customer verifies each one, and we cannot propose a candidate who is missing any of them.
• Active, adjudicated Top Secret clearance with SCI eligibility, based on a Tier 5 investigation
• Ten or more years of security experience in SCIF/SAPF construction, intelligence or counter-intelligence operations, counter-surveillance, technical surveillance countermeasures, or physical security, or a combination
• Five or more years of direct ICD-705 experience, meaning time worked at the project site as a CST, SSC, or SSM, or service as a physical security Special Security Officer. Concurrent experience counts.
• Documented work on at least three separate ICD-705 projects
• Valid certificate of completion for a 32-hour or longer Site Security Manager course
• Valid certificate of completion for a 40-hour or longer Construction Surveillance Technician course
• Familiarity with the sixteen standard divisions of construction
• Working knowledge of technical listening devices used by foreign intelligence services
• U.S. citizenship
Preferred, though not required: a bachelor's degree in a security or intelligence discipline.
Schedule and location
Monday through Friday, 0800 to 1600 Pacific, forty hours per week, federal holidays off. The work is fully on-site in San Diego for the duration of the project. Reliable self-transport to the installation and designated parking area is expected. Remote and hybrid arrangements are not available for this role.
