Job SummaryAbout the Position: Serve as the Director of the Benelux Civilian Human Resources Service Center (CHRSC) delivering civilian personnel services for appropriated funds United States Citizens and Local Nationals in Belgium and other overseas locations. The CHRSC provides advice and guidance to managers, supervisors, and employees on all aspects of civilian employment with Army. This position supervises employees in Belgium and in Saudi Arabia. This position is located in Chievres, Belgium.

Specialized Experience: One year of specialized experience which includes (1) providing civilian human resources advisory to a set of complex organizations to meet their human resource requirements; (2) leading a group of human resources professionals to ensure timely deliverables are met; AND 3) providing supervisory technical guidance in TWO of the following the areas: staffing, classification, labor management-employee relations, or workforce management. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
Major DutiesPlan and direct a Civilian Human Resources Service Center which provides civilian personnel services to a large and/or multi-mission civilian work force.Work closely with commanders and senior staff in advising on recruitment and placement strategies, local training/development needs, labor and management-employee relations ,classification and position management and related personnel matters.Maintain liaison with the Processing and Army Benefits Centers and staff personnel of serviced commands.Coordinate accomplishment of actions regarding labor grievances and appeals, disciplinary actions, human resource development, automation requirements, and a variety of actions related to employee services.Evaluate Human Resource (HR) program operations for quality and quantity of work, regulatory compliance and effectiveness of service to management and employees throughout the supported area.Supervise and coordinate through subordinate supervisors, the work of HR specialists and assistants engaged in ensuring timely and effective HR to the serviced organizations.Advise higher level officials on problems involving the relationship of the work of the unit supervised to broader programs, and its impact on these programs.
