Job SummaryAbout the Position: Serve as a Supervisory Human Resources Specialist and immediate supervisor in a Civilian Human Resources Service Center (CHRSC). The CHRSC provides management advisory services to complex organizations which have HR projects that are often sensitive and extremely difficult to resolve. Serve as a full member on installation- wide decision groups with serviced managers and/or Commanders. This position is located in Kaiserslautern, Germany.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes 1) interpreting civilian human resources regulations and procedures related to staffing and position classification/management to provide guidance to hiring managers, employees, and applicants; 2) analyzing complex civilian human resources pay or recruitment issues; AND 3) planning and/or directing work of a group of human resources professionals to achieve production goals. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).

Major DutiesOversee advisory services based on the serviced Command's local, regional, or national priorities.Take proactive measures to anticipate the Commanders' needs by pre-positioning work products in expectation of new projects and programs.Provide guidance and render decisions on complex determinations unresolved by subordinates on a continuous basis through review of completed work and production goals achieved.Maintain high levels of work production and sustain a high degree of database accuracy on all types of personnel actions.Exercise significant responsibilities in advising management officials.Resolve problems/complaints by utilizing appropriate partnering techniques and principles.Provide position management and classification support to assigned organizations under various personnel systems.
