Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the GS-09 level: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-07 in the Federal service. Specialized experience is defined as: Supporting strategic planning activities for telecommunications projects; Recommending development and implementation of long-term processes; AND Interpretating guidance in support of activities. -OR- SUBSTITUTION OF EDUCATION: A Master's or equivalent degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related -OR- COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

Major DutiesAs a Telecommunications Specialist, you will perform the following duties:??????? Assists in development and implementation of long-term planning processes. Generates recommendations that are effectively communicated with stakeholders and colleagues. Utilizes project management principles to support strategic planning activities for telecommunications projects. Assists in preparing concise, well-written recommendations on the improvement of spectrum management policies. Tracks and monitors actions using project management artifacts and best practices, drafts proposals and papers. This Job Opportunity Announcement may be used to fill other Telecommunications Specialist GS-0391-9, FPL 12 positions within the Department of Commerce in the same geographical location or local commuting area with the same qualifications and specialized experience.
