To qualify at the GS-11 level: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-09 in the Federal service. Specialized experience is defined as: Recommending development and implementation of long-term telecommunication processes; Coordinating with experts on the operation of a wide variety of spectrum-based systems; AND Supporting formulation of policy recommendations. -OR- SUBSTITUTION OF EDUCATION: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such degree OR LL.M., if related. If substituting Graduate Education the Major Studies include; electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled. -OR- COMBINATION OF EDUCATION AND EXPERIENCE: have equivalent combinations of education and experience that may be combined to meet the total qualification requirement. Major DutiesAs a Telecommunications Specialist, you will perform the following duties: Provides support for the development and implementation of long-term spectrum planning processes. Coordinates extensively with experts on technical, operational, economic, and policy considerations involved in the operation of a wide variety of spectrum-based systems. Provides advice on the effectiveness, adequacy, and suitability of the proposals of others. Supports activity's responsibility for the interpretation, implementation, execution and guidance and support of activities Provides advice and consultation on matters pertaining to the planned use of radio frequency spectrum resources. Supports strategic planning activities utilizing project management principles. Provides technical and administrative support to the Technical Panel. Formulates policy recommendations and supporting documentation for approval. Tracks and monitors actions using project management artifacts and best practices, drafts proposals and papers.
