Job summary

An exciting opportunity awaits the right candidate as NHS North East and North Cumbria Integrated Care Board (ICB) seeks to recruit an experienced and self-motivated individual to join the Neighbourhood South Commissioning Team in Tees Valley as a Commissioning Officer. Working in a busy, high-volume but friendly and supportive environment, this role will suit an organised person with an eye for detail and plenty of team spirit.

By joining our team in Tees Valley you will be supporting the continued development of high quality accessible health care to improve health outcomes and reduce inequalities for the people of Hartlepool, Stockton-on-Tees, Darlington, Middlesbrough and Redcar and Cleveland.

Main duties of the job

Reporting to the Senior Commissioning Manager, and working as part of a dynamic and multi-professional team, you will have an opportunity to expand your knowledge and skills as a strategic commissioner for primary and community services as part of the neighbourhood health transformation agenda; manage and deliver a comprehensive work programme aligned to the ICB strategy and deliver agreed commissioning plans within budget.

The ICB is responsible for ensuring that high quality and safe health services are accessible to all of our communities. It has a wide range of functions, including; promoting integration of health and care services, improving peoples health and well-being, reducing health inequalities.

With a £6.6 billion budget and a workforce of 170,000 people across the North East and North Cumbria. As well as strategic functions, ICB staff also work at place level with local health and wellbeing boards in each of our 14 local authority areas. These teams also work alongside our 67 primary care networks which are groups of local GP practices, social care teams and other community- based area providers.

The ICB works with our Provider Collaborative too, this includes the 11 NHS Foundation Trusts in the region, to deliver our shared priorities.

Job description Job responsibilities

Support the Senior Commissioning Manager/Heads of Commissioning in managing a portfolio within the sector team. Use local knowledge of the area and contractors, to inform effectivecommissioning of services. Lead a portfolio of contracts as required across the sector team Support commissioning of transformation programmes. Develop effective working relationships across the Commissioning Group, Insights, Strategy and Policy Group and Corporate Group , to ensure the implications of commissioning decisions are appropriately considered and reflected effectively in all contracts and agreements. Interpret and implement (where required) national guidance, ensuring local policies and guidelines deliver these as appropriate, under the direction of a specified line manager in the sector team. Contribute to the development of service specifications and contribute to the development and redesign of care pathways, to ensure commissioned services provide quality and value for money. Contribute to the development of Business Continuity Plans.

Person Specification

Qualifications Essential

Educated to degree level or equivalent level of experience of working at a senior level in commissioning Evidence of Continued Professional Development (CPD)

Experience Essential

Knowledge of commissioning and transformation acquired through post graduate diploma or equivalent experience or training. Experience of project principles techniques and tools Experience of managing and motivating a team/virtual team and reviewing performance of the individuals. Experience of estates, premises cost directions and capital funding relevant to sector Experience of identifying and interpreting national policy. Experience of operating in a politically sensitive environment. Demonstrated experience of co-ordinating projects in complex and challenging environments. Experience of managing risks and reporting. Experience of drafting briefing papers and correspondence at management team level. Experience of monitoring budgets and business planning processes. Understanding of the public sector. Demonstrated experience in a Healthcare environment. Experience of setting up and implementing internal processes and procedures.
