Job summary

North East and North Cumbria Integrated Care Board is seeking a motivated and experienced Senior Commissioning Manager to join our Secondary Care Northern Alliance Team.

Reporting to the Head of Commissioning (Secondary Care Northern Alliance), the postholder will play a key role in supporting the commissioning, contracting and performance management of secondary care services across the Northern Alliance.

Main duties of the job

The role will be responsible for working closely with providers, clinical colleagues, and system partners to support the delivery of high-quality, safe and sustainable services that improve outcomes and reduce health inequalities for our population. You will contribute to the effective management of commissioned services through robust contract and performance management arrangements, service review and redesign activity, and the implementation of strategic commissioning priorities. The postholder will support the monitoring of service quality, access, performance and finance, ensuring that commissioned services deliver value and meet the needs of population.

The ICB is responsible for ensuring that high quality and safe health services are accessible to all of our communities. It has a wide range of functions, including; promoting integration of health and care services, improving peoples health and well-being, reducing health inequalities.

With a £6.6 billion budget and a workforce of 170,000 people across the North East and North Cumbria. As well as strategic functions, ICB staff also work at place level with local health and wellbeing boards in each of our 14 local authority areas. These teams also work alongside our 67 primary care networks which are groups of local GP practices, social care teams and other community- based area providers.

The ICB works with our Provider Collaborative too, this includes the 11 NHS Foundation Trusts in the region, to deliver our shared priorities.

Job description Job responsibilities

Be responsible for managing a portfolio of commissioned services and contracts relevant to the sectoral team. Use local knowledge of the sector and contractors, to inform effective commissioning of services. Enable the commissioning of transformation programmes. Develop effective working relationships across the three groups to ensure the implications of commissioning decision are appropriately reflected in contracts and agreements. Interpret and implement complex national guidance, ensuring local policies and guidelines deliver these as appropriate. Contribute to the development of service specifications and contribute to the development and redesign of care pathways, to ensure commissioned services provide quality and value for money.

Person Specification

Qualifications Essential

Educated to masters level or equivalent level of experience of working at a senior level in commissioning Evidence of Continued Professional Development (CPD)

Experience Essential

Extensive knowledge of contracting/commissioning across the sector , acquired through post graduate diploma or equivalent experience or training Comprehensive experience of project principles techniques and tools such as Prince 2 and Managing Successful Projects Experience of managing and motivating a team/virtual team and reviewing performance of the individuals Experience of identifying and interpreting national policy Experience of financial and\or budget management Significant and relevant experience relating to the negotiation and management of NHS contracts including a significant level of knowledge around the different contract types, funding arrangements and their use and application.
