The post holder will support the Capital function in the operational delivery of the Trust's approved capital programme, working within agreed policies, procedures and governance arrangements. The role will support the use and continuous improvement of effective capital management and project processes, ensuring standard documentation is maintained and kept up to date so that assigned projects are delivered to the required quality, compliance, time and budget standards.

The role will further support clinical services in identifying property for current and new service contracts, undertaking feasibility studies and development of drawings, specifications, cost plans and associated business cases to obtain formal approval.

To support innovative, flexible and financially effective use of space across assigned projects.

To provide technical and project delivery support for the development and commissioning of health service buildings, providing assurance to the Head of Capital on assigned schemes and escalating risks, issues and decisions as required.

Where required, provide professional and technical support to colleagues and act as a facilitator to design teams on standards of quality, finish and compliance with Health Building Notes (HBN) and Health Technical Memorandum (HTM) specification and guidance.

Main duties of the job

The post holder will deliver delegated capital projects within approved scope, budget and governance arrangements, providing specialist technical advice and escalating strategic, policy, financial or contractual decisions to the Head of Capital as required. Contribute to the preparation of business cases and prepare progress reports for assigned capital schemes within the agreed capital programme. Prepare progress reports for assigned schemes within the agreed capital pro0gramme, monitor project costs and provide out-turn cost plans, cash flow forecasts and projected final accounts. To carry out full measured surveys and preparation of drawings, specifications and tender documents for minor works projects. Complete detailed AutoCAD drawings as a minimum standard general layouts, elevations and detailed section drawings. To manage and coordinate a portfolio of delegated capital projects of varying complexity from project briefing through to completion of works on site. To plan and organise a broad range of project activities, with appropriate support and escalation, considering the impact of each project on service delivery and ensuring PMO and other agreed reporting processes are embedded within each project with clear lines of communication established.

Person Specification

QUALIFICATIONS & TRAINING Essential

Degree or equivalent knowledge and experience in an estates or Building Surveying related field. Additional specialist knowledge to postgraduate level or equivalent experience including: - Specialist knowledge of estates and management services; knowledge and understanding of current national policies and their implications for the strategic development of Trust assets; project management skills for delegated healthcare capital developments. Evidence of continuing professional development and management/leadership development.

Desirable

Management qualification or equivalent experience Have a firm knowledge and understanding of HTM/HBN's Member of the Royal Institute of Chartered Surveyors (RICS) or equivalent body. Evidence of specialist knowledge and continuing professional development in healthcare planning, sustainable design and construction project delivery.

EXPERIENCE Essential

Have a firm understanding of the NHS England business case approvals process capital investment, property, equipment & ICT with experience of its application Ability to plan and deliver whole and individual phases of projects which are both interrelated and complex and may require adjustment. Proficient user of AutoCAD and ability to develop drawings and specifications. Significant relevant post-qualification experience within estates, building surveying or capital projects in a complex organisation Demonstrable experience of coordinating project teams and managing delegated project budgets. Ability to demonstrate experience in providing specialist advice on issues in accordance with national and local policy. Experience of successful negotiation and contract management. Significant experience in planning and delivery of capital programmes Strong track record in managing schemes to time and budget Experience coordinating multidisciplinary design teams and stakeholder consultation processes. Experience of managing projects through the full lifecycle from client brief, feasibility and business case development through procurement, construction, commissioning and handover. Experience undertaking design reviews and technical assessment of construction proposals. Experience of contractor performance management and post-project evaluation.

Desirable

Experience of writing specifications and capital project delivery within a healthcare setting Experience of developing joint and collaborative working with local partners and commercial partners Experience of procurement through tendering Experience in project management Experience of completing business cases for Capital investment. SKILLS, KNOWLEDGE & ABILITIES Essential

Sound financial acumen and highly developed commercial/contract negotiation skills Complex problem solving, decision-making and analytical skills. Proven ability to deal with wide range of data and information and take appropriate decisions from it. A proven ability to come up with flexible and creative solutions to difficult problems. Excellent collaborative working skills and able to build strong relationships with head of departments, clinical directors and senior managers. Able to prioritise, schedule and monitor to completion, all workload, meeting deadlines and maintaining a consistent high-quality output. Effective oral and written skills in the presentation and interpretation of complex information to directors, senior managers and clinicians. Detailed knowledge of healthcare planning and healthcare design principles. Knowledge of sustainable construction and low-carbon design principles. Ability to interpret complex construction contracts, technical drawings and specifications. Ability to facilitate user group workshops and achieve consensus across diverse stakeholder groups. Ability to advise and influence stakeholders regarding project scope, affordability and design solutions, escalating significant issues where required.
