Human Resources Coordinator

Employment Terms: 12-Month Full-Time Position (260 Contracted Days)
Pay Scale: Grade 17
Job Summary
Drives division-wide HR operations and talent acquisition strategies and manages full-cycle recruitment, workforce retention initiatives, compensation analyses, and Virginia educator licensure compliance. Additionally, the Coordinator acts as system administrator for key HR software, maintains data integrity and compliance reporting, and supports employer branding to deliver a customer-focused HR experience across the school division. Work is performed under limited supervision of the Chief Human Resources Officer.

Essential Functions Talent Acquisition & Sourcing
• Partners with internal stakeholders to facilitate the full-cycle recruiting process and organizational staffing needs, including but not limited to:
• Conducts job analysis and planning by creating and maintaining accurate job descriptions, evaluating job experience for salary scale placement, and recommending employment terms.
• Leads candidate screening, application reviews, shortlisting, and interview scheduling frameworks.
• Maintains active connections with colleges, universities, and professional networks to establish proactive talent pipelines and targeted sourcing initiatives.
• Manages candidate dispositioning and workflow approvals within the Applicant Tracking System (ATS), ensuring timely communication.
Employee Retention, Culture & Relations
• Collaborates with leadership to carry out strategies and practices that promote employee engagement, retention and foster a stable workforce.
• Leads projects such as service awards, birthdays, work anniversaries, and incentive programs.
• Seeks opportunities to increase diversity efforts and improve staffing in underrepresented areas.
• Performs exit interviews and internal surveys. Reconciles data and provides recommendations.
• Investigates and makes determinations regarding employee relations or Title IX following applicable regulations.
Compensation
• Serves as the key leader of projects and committees regarding compensation.
• Conducts compensation analyses reclassification requests, and provides recommendations.
• Performs FLSA analyses and recommends exemption status. Monitors DOL regulations to ensure compliance.
• Customer Experience
• Makes a purposeful, conscientious effort to provide a five-star customer experience consistent with the school division's core values.
• Addresses inquiries, complaints, and requests for information, resolving them within an appropriate time frame.
Branding
• Creates presentations in a variety of formats for organizational needs. Produces publications and reports directed toward staff.
• Maintains the department's online presence by keeping its web pages and social media platforms up to date. Creates content consistent with the division's brand and hiring needs. Collaborates with Communication/Media Relations to ensure relevant content is promoted.
Technical Expertise and Compliance
• Assists with developing, implementing, and integrating staff processes and procedures. Communicates timelines, expectations, and progress to relevant parties.
• Serves as system administrator for software programs and processes for hiring and timekeeping. Coordinates system training, materials, and other educational tools.
• Troubleshoots issues, researches and analyzes the nature, effect, and results of system difficulties and changes' unintended consequences, makes modifications or offers recommendations for improvement, and trains staff members on proper use.
• Maintains current understanding of industry standards, trends, and best practices through industry and other professional networks.
• Implements HR policies and procedures as directed; escalating complex or interpretive matters.
Licensure and Certification
• Reviews applications and transcripts for licensure eligibility following the Virginia Department of Education's regulations. Prepares licensure information for certification or recertification.
• Advises individuals on requirements necessary for obtaining licensure or certification.
• Consults with respective agencies for clarification and opportunities for modifications to regulations.
Reporting
• Maintains data integrity within systems and provides reports to support strategic analyses.
• Ensures accurate completion and timely submission of human resources reports for local, state, and federal requirements. Synthesizes data for ad-hoc reporting and trend analysis.
• Distributes legal updates to all locations.
• Maintains Organizational Profile and headcount reporting.
• Assumes other duties and responsibilities as may be assigned.
Knowledge, Skills, and Abilities
• Thorough knowledge of accepted methods and practices in human resources, including a general understanding of basic accounting procedures. Knowledge of school system organization and administration is preferred.
• Thorough knowledge of the federal and state mandates and local procedures and regulations.
• Strong business acumen, with the ability to understand and apply business and financial principles to drive strategic initiatives.
• Ability to be impartial in investigating allegations of discrimination, harassment, or misconduct.
• Experience in strategic thinking and planning, cost-benefit analysis, market analysis, and trend identification.
• Experience in performing cross-functional collaboration as an individual contributor and team member.
• General knowledge of standard office practices, procedures, equipment, and administrative techniques.
• Thorough knowledge of business English and spelling, the ability to express ideas effectively both orally and in writing, and the ability to type at a reasonable rate of speed.
• Skilled in using personal computers and related software applications (including Microsoft Office), hardware, and peripheral equipment.
• Ability to execute tasks efficiently with a quick turnaround.
• Ability to prioritize and establish deadlines; problem-solve, analyze issues, and create solutions.
• Ability to maintain a high level of confidentiality and diplomacy.
• Ability to establish and maintain effective working relationships with associates and the general public.
Qualifications, Education, and Experience
• A bachelor's degree in an appropriate field is required.
• At least five (5) years of relevant job experience in finance and/or human resources.
• Moderate experience in providing administrative support or any equivalent combination of education and experience that provides the required knowledge, skills, and abilities.
• Such alternatives to the above qualifications as the School Board may find appropriate and acceptable.
Physical Requirements
• This work requires frequent exertion of up to 10 pounds of force and occasional exertion of up to 25 pounds.
• Work regularly requires sitting, speaking, or hearing, using hands to finger, handle, or feel repetitive motions, and occasionally requires standing, walking, reaching with hands and arms, and lifting.
• Work has standard vision requirements.
• Vocal communication is required to express or exchange ideas using the spoken word.
• Hearing is required to perceive information at normal spoken word levels.
• Work requires preparing and analyzing written or computer data, operating machines, and observing general surroundings and activities.
• Work has limited exposure to environmental conditions.
• Work is generally in a moderately noisy location (e.g., a business office with light traffic) and requires occasional visits to off-site locations.
Special Requirements
• A valid driver's license in the Commonwealth of Virginia is required to operate division-owned/leased motor vehicles. Driving records will be subject to periodic review and must be acceptable under the provisions of the Dinwiddie County School Board's policy manual.
