Role Overview

The Training and Development Manager leads ABS’s complete training, performance evaluation, and workforce readiness process. This role oversees the full 17-day training lifecycle, from foundational training through final assessment and endorsement for client onboarding or replacement assignments.

The manager ensures that trainees meet ABS performance standards, role-specific competencies, key performance indicators, and non-negotiable expectations before being endorsed.

This position requires a decisive, organized, and hands-on leader who can develop people with care, evaluate performance objectively, address behavioral and skills gaps promptly, and maintain consistent training quality across different roles and training batches.

Key Responsibilities

1. Training Program Leadership

• Lead and facilitate Day 1 to Day 3 foundational training.

• Oversee the complete 17-day training lifecycle across all assigned roles and batches.

• Ensure training programs align with ABS KPIs, service standards, role expectations, and organizational non-negotiables.

• Facilitate virtual training, coaching sessions, assessments, performance discussions, and readiness reviews.

• Maintain consistent training delivery, evaluation standards, and documentation.

• Review and improve training materials, role-specific content, skills checklists, assessments, and standard operating procedures.

• Ensure training content remains relevant to client requirements and operational needs.

2. Readiness and Performance Evaluation

• Make final readiness decisions at the Day 3, Day 10, and Day 17 evaluation gates.

• Evaluate trainees based on technical skills, communication, behavior, reliability, coachability, and client-facing readiness.

• Identify skill mismatches, knowledge gaps, behavioral concerns, and performance risks early.

• Determine whether trainees should advance, undergo remedial training, be reassigned, or be removed from the program.

• Serve as the final decision-maker for training readiness and training-related termination recommendations.

• Address escalated behavioral and performance concerns objectively, consistently, and promptly.

• Ensure training completion is not treated as automatic confirmation of readiness.

3. Endorsement and Workforce Readiness

• Endorse qualified professionals to Client Success for client onboarding.

• Endorse qualified professionals to Client Relations for replacement assignments.

• Maintain an accurate and updated manpower readiness pool.

• Match trained professionals with appropriate roles based on demonstrated competencies and role alignment.

• Assist in retraining offboarded professionals being considered for reassignment.

• Provide emergency, client-specific, or accelerated training for urgent placements.

• Support post-go-live coaching and performance reinforcement when needed.

4. Cross-Department Collaboration

• Coordinate with Human Resources regarding candidate profiles, training outcomes, behavioral concerns, and recurring readiness gaps.

• Partner with Operations, Client Success, and Client Relations to understand client requirements and placement priorities.

• Communicate readiness decisions, performance risks, retraining needs, and endorsement recommendations clearly.

• Gather post-placement feedback to assess the accuracy of training and endorsement decisions.

• Identify recurring performance concerns without shifting responsibility between departments.

• Help maintain consistent expectations throughout recruitment, training, onboarding, and client placement.

5. Reporting and Continuous Improvement

• Prepare and consolidate training updates for management meetings.

• Submit complete and timely weekly KPI reports and readiness endorsement lists.

• Produce replacement analysis reports identifying recurring skill gaps, readiness issues, and training opportunities.

• Use performance data, client feedback, and post-placement results to strengthen training quality.

• Maintain accurate documentation of assessments, coaching actions, remedial plans, endorsements, reassignments, and termination decisions.

• Recommend practical improvements that reduce skill mismatches and strengthen long-term workforce readiness.

• Monitor the effectiveness of training programs and adjust content or delivery methods when necessary.

Key Performance Indicators

Performance in this role will be evaluated using the following KPI weighting:

• Skill-Mismatch Replacement Rate: 40%

• Training Cycle Time: 30%

• Manpower Pool Readiness: 30%

Additional performance expectations include:

• Quality and completion of the 17-day training lifecycle

• Accuracy of readiness and endorsement decisions

• Timeliness and completeness of weekly reports

• Quality of training documentation and assessment records

• Reduction of recurring skill gaps and preventable mismatches

• Consistency of training delivery across roles and batches

Required Qualifications

• Proven experience in Training and Development, Learning and Development, employee training, or a similar leadership role.

• Experience managing structured training programs from onboarding through final evaluation.

• Strong background in curriculum development, competency assessment, coaching, and performance management.

• Experience leading trainers, facilitators, subject matter experts, or training participants.

• Ability to make objective and timely decisions regarding readiness, retraining, reassignment, and removal from training.

• Strong virtual facilitation, coaching, and presentation skills.

• Excellent written and verbal English communication skills.

• Strong organizational, documentation, reporting, and project-management abilities.

• Ability to manage multiple training batches, urgent placements, and escalated performance concerns.

• Ability to interpret performance data and translate findings into practical training improvements.

• Comfortable collaborating with Human Resources, Operations, Client Success, and Client Relations.

• Demonstrated leadership aligned with ABS’s values of Love, Support, and Excellence.

• Must be based in the Philippines and available to work during U.S. business hours.

Preferred Qualifications

• Experience supporting home care, home health, healthcare staffing, business process outsourcing, or remote workforce operations.

• Experience training professionals in scheduling, recruiting, intake coordination, after-hours support, or other healthcare administrative roles.

• Familiarity with performance scorecards, skills checklists, competency mapping, training analytics, and readiness assessments.

• Experience developing SOPs, virtual learning materials, assessments, and role-specific training programs.

• Familiarity with healthcare operations platforms such as AxisCare or WellSky.

• Experience with learning management systems, remote training platforms, or virtual workforce development.

• Knowledge of adult-learning principles, instructional design, and performance-improvement methods.

• Philippine Registered Nurse, nursing graduate, or graduate of an allied health or medical program is an advantage but not required.

• Address concerns early and communicate decisions clearly and professionally.

• Ensure every endorsed professional is prepared to represent ABS with confidence, reliability, and excellence.

• Maintain confidentiality and exercise sound judgment when handling performance and termination matters.

• Accept ongoing coaching, performance reviews, and feedback as part of the leadership role.
