Job Posting: Halifax Regional Municipality is inviting applications for the permanent, full-time position of Fire Prevention Officer Promotional Routine in Halifax Regional Fire & Emergency.

The Fire Prevention Officer is responsible for providing efficient, effective Fire Prevention services. These services include commercial and residential inspections, investigations and/or public education programs. All duties are to be performed in compliance with the Halifax Regional Fire & Emergency Service and pertinent Municipal, Provincial and Federal legislative requirements, with an emphasis on safe delivery of services and compliance with Occupational Health and Safety Regulations.

DUTIES AND RESPONSIBILITIES: • Projection of a strong customer service attitude while dealing with external and internal customers. • Inspections, issuance of written orders and or summary offence tickets, documentation of violations, correspondence between inspector/owner, preparation of charges and referral of same to the prosecutor for further action, swearing of information at the courthouse and obtaining arraignment dates, conducting reinspection for the Legal Department and appearing as a witness in trials for violations of Code Infractions. • Performs statutory and occupancy inspections, residential heating appliances, license approval, issuance of permits, responds to complaints or concerns from the public, and conducts follow-up inspections where violations have been noted. • Reviews established policy and operational guidelines, and recommends any changes or additions deemed necessary. • Assists where necessary in budget preparation, in conjunction with the Divisional Chief. • Responsible for keeping abreast of current information associated with codes and standards, inspection techniques, and operational practices. • Responsible for workplace safety, as outlined in the NS Occupational Health & Safety Act and departmental Policies and Guidelines. • Represents HRM on various committees and associations as required. • Maintains thorough and accurate records of all activities. Prepares and submits, on a timely basis, daily logs and other appropriate reports based on functions being performed. Sends appropriate reports to property contacts, owners, tenants, or authorities. Stands prepared to offer testimony and documentation in court as required. • Local Assistant - as appointed by the Office of the Fire Marshal. • Municipal Inspector - as appointed by Council. • Special Constable - as appointed by the N.S. Dept. of Justice. • Perform other duties and responsibilities of an Investigator and/or Public Education Officer as required. • Perform other duties as required. QUALIFICATIONS Education and Experience: • Experience as outlined in the Collective Agreement. • Must obtain certification as a Level I Fire Inspector within 12 months of appointment, and complete certification as a Level II Fire Inspector within 36 months of appointment. • Must complete Fundamentals of Fire Investigation Program within 12 months of appointment. Technical / Job Specific Knowledge and Abilities: • Thorough knowledge of the organization's policies and procedures. • Thorough knowledge of record management practices. • Working knowledge of current methods, techniques and procedures required to safely operate equipment and vehicles assigned to the Fire Prevention Division. • Thorough knowledge of departmental programs used to educate juvenile fire setters. • Knowledge of the socio-economic and political factors that impact the Fire Service. • Thorough knowledge of and ability to interpret National Fire Code and other related codes. • Thorough knowledge of the Fire Safety Act, Province of Nova Scotia, The Freedom of Information and Protection of Privacy Act (FOIPOP), The Municipal Government Act, Province of Nova Scotia, Applicable HRM By-Laws and the Canadian Charter of Rights and Freedoms. • Must have working knowledge of the types of building construction, the effects of fire upon construction materials, the effects of fire suppression, fire behaviour and spread. • Knowledge of Public Relations pertaining to fire prevention. • Intermediate level computer skills (GroupWise, WordPerfect, Corel Presentations/Microsoft PowerPoint, Lotus/Excel and FDM) • Ability to prepare and present reports • Must register for and complete the Fire Investigator Certification Program, as designated by HRFES, within 18 months of appointment • Excellent listening, written and verbal communication skills • Excellent organizational skills • Thorough knowledge of municipal by-laws which impact the Fire Service • Agility and strength to perform prolonged and arduous work under adverse conditions, as determined by the Halifax Regional Fire & Emergency Service HOW TO APPLY In order to apply for employees must have completed their tenth (10) year of recognized service in the bargaining unit with a minimum of eight (8) years in operations.

Testing for the three phases is scheduled below. All dates may be subject to change at any time due to operation requirement:

DRESS CODE FOR THE PROMOTIONAL ROUTINE • Fatigues are to be worn at the written exam and practical evolution. • Dress uniform is to be worn at the panel interview. The Promotional Routine will consist of three phases. For this recruitment process, the written examination, practical evolution, and panel interview will require your in-person participation.

Phase 1 – Written Exam Members will tentatively complete written exam during the week of September 14 - 18, 2026.

The exam will include: • A job-related, multiple choice knowledge test • The study material list for this promotional routine is as follows: • Fire Inspection and Code Enforcement, 8th Edition • Fire Investigator, 3rd Edition Study materials will be available for pick up at from the Training Division from 08:00 to 16:30, Monday to Friday, starting on July 31, 2026. Please contact the Training Division at [email protected] to arrange the pick-up of study materials.

Members will not be permitted to pick up study materials without an appointment. Once an appointment has been scheduled, the pick-up location will be at the Training Division, Station 9, 1 Metropolitan Drive. All study materials must be signed out by the candidate and must be returned on the day of the written exam. Should materials not be returned, the employee will be required to cover the replacement cost.

Candidates must achieve the required pass mark of seventy percent (70%) on the written exam to proceed to Phase 2.

Phase 2 – Practical Evolution The practical evolution will be tentatively conducted the week of September 28 - October 2, 2026. The location is to be determined.

Candidates will be notified via email of their scheduled date, time, and location of the practical evolution.

Phase 2 Areas of Study: • O-109 By-law Respecting Open-Air Burning • F-100 By-law Respecting Fire Prevention • Nova Scotia Fire Safety Act and Regulations • Microsoft Office proficiency (Outlook, Word, and Excel) • Spelling and Grammar proficiency Candidates must achieve the required pass mark of seventy percent (70%) on the practical evolution to proceed to Phase 3.

Phase 3 – Panel Interview Panel interviews will be scheduled tentatively for the week of October 26 - 30, 2026. Location to be determined

Candidates will be notified via email of their scheduled interview date, place and time.

When the promotional routine is complete, interview debriefs will be offered to candidates who were not successful in the interview phase should they choose to request them.

Security Clearance Requirements: Applicants may be required to complete an employment security screening check.

Please note – Testing may be conducted as a component of the selection process to assess technical and job specific knowledge. Candidates who are selected for testing, may be tested in a group setting, scheduled at the employer’s discretion.
