Job Description: "APPLICANTS/ASSOCIATES TENTATIVELY SELECTED FOR A TDP WILL BE REQUIRED TO SUBMIT TO URINALYSIS TO SCREEN FOR ILLEGAL DRUG USE PRIOR TO APPOINTMENT/SELECTION."

Under general supervision, plans, schedules and controls the dispatch, maintenance and record keeping for all short-haul cargo vehicles. Supervises 36-75 associates with the highest non-supervisory grade of HPP-8. **No CDL required for this position.

Additional Qualifications/Requirements: MONDAY - FRIDAY 0630-1500. MUST HAVE OPEN AVAILABILITY

1. COMPLETION OF HIGH SCHOOL OR THE EQUIVALENT.

2. ABILITY TO LEARN AND UNDERSTAND ALL FMCSA HOS REGULATIONS REQUIRED.

3. MINIMUM THREE YEARS’ SUPERVISORY EXPERIENCE REQUIRED.

4. COMPETENCY WITH MICROSOFT OFFICE APPLICATIONS. SPECIFICALLY, EXCEL, WORD AND POWER POINT.

5. EXPERIENCE WITH SAMSARA FLEET MANAGEMENT PREFERRED

Job Qualifications: Completion of high school or the equivalent. One year progressively responsible general work experience or supervisory experience plus four years specialized experience in the transportation field to include a minimum of one year's satisfactory experience. Must be able to pass the ADR MVO driving test. Must possess a valid MVO's license for tractor/trailers.

If a sufficient number of qualified candidates do not apply, the minimum qualifications may be lowered without reposting.

Major Duties: Supervises the dispatching of short-haul vehicles in accordance with trick route schedules. Recommend improvements to truck route schedules based on experience and coordination with motor vehicle operators (MVOS). Supervises the performance of preventive by MVOs. Evaluates recommendations from MVOs regarding nonscheduled maintenance requirements. Checks vehicles for proper completion of maintenance. Supervises operation of vehicle switch points where designated. Makes occasional TDY visits in the performance of supervisory duties. Adjusts MVO schedules when required in order to maintain the delivery to Exchange activities and other destinations. Interviews new MVOS and conducts road tests. Supervises the control of assigned cargo trailers and ensures all trailers are placed at proper locations for loading/offloading within the distribution facility. Supervises the preparation of pertinent forms in accordance with ESM-50-1 Motor Vehicle Management. Supervises diesel fuel dispensing at NTDC to assigned vehicles. Must be familiar with local/state/government/ICC safety regulations which apply to the operations of AAFES vehicles. Conducts occasional training sessions with drivers and ensures compliance with vehicle safety regulations.Must maintain various types of accountability files as prescribed in appropriate regulations. Maintains close liaison with all Exchange activities regarding delivery of merchandise. Maintains close liaison with safety and security on incidents involving AAFES equipment, accidents, overages, or shortages in delivery. Supervises the preparation of weekly, monthly and bimonthly reports. In some cases, investigates traffic accidents involving AAFES motor vehicles, operates and makes recommendations regarding disposition as appropriate/required. Inspects drivers' logs for accuracy. Reviews and approves driver travel expense vouchers. Assigns, reviews, accepts, amends or rejects completed work; sets performance standards; provides on-the-job training; counsels and disciplines associates as required; prepares or approves associates' performance reviews; approves leave and recommends personnel actions for subordinate associates. Keeps abreast of, actively supports and as required, implements the provisions of pertinent public laws, executive orders and directives relating to the Federal Equal Employment Opportunity (EEO)program within the Army & Air Force Exchange Service. Performs other duties as assigned.

Work Challenges: UNDER GENERAL SUPERVISION, PLANS, SCHEDULES AND CONTROLS THE DISPATCH, MAINTENANCE AND RECORD KEEPING FOR ALL SHORT-HAUL CARGO VEHICLES.

SUPERVISES 36-75 ASSOCIATES WITH THE HIGHEST NON-SUPERVISORY GRADE OF HPP-8.

1. SUPERVISES THE DISPATCHING OF SHORT-HAUL VEHICLES IN ACCORDANCE WITH TRUCK ROUTE SCHEDULES. RECOMMENDS IMPROVEMENTS TO TRUCK ROUTE SCHEDULES BASED ON EXPERIENCE AND COORDINATION WITH MOTOR VEHICLE OPERATORS (MVOS).

2. EVALUATES RECOMMENDATIONS FROM MVOS REGARDING NONSCHEDULED MAINTENANCE REQUIREMENTS.

3. INTERVIEWS NEW MVOS AND CONDUCTS ROAD TESTS.

4. SUPERVISES THE PREPARATION OF PERTINENT FORMS IN ACCORDANCE WITH ESM-50-1 MOTOR VEHICLE MANAGEMENT.

5.SUPERVISES DLA DIESEL FUEL DISPENSING TO ASSIGNED VEHICLES.

6. MUST BE FAMILIAR WITH OR ABLE TO LEARN AND UNDERSTAND LOCAL, STATE, FEDERAL ICC SAFETY REGULATIONS WHICH APPLY TO THE OPERATIONS OF AAFES VEHICLES. CONDUCTS OCCASIONAL TRAINING SESSIONS WITH DRIVERS AND ENSURES COMPLIANCE WITH VEHICLE SAFETY REGULATIONS.

7. MUST MAINTAIN VARIOUS TYPES OF ACCOUNTABILITY FILES AS PRESCRIBED IN APPROPRIATE REGULATIONS.

8. MAINTAINS CLOSE LIAISON WITH ALL EXCHANGE ACTIVITIES REGARDING DELIVERY OF MERCHANDISE.

9. MAINTAINS CLOSE LIAISON WITH SAFETY AND SECURITY ON INCIDENTS INVOLVING AAFES EQUIPMENT, ACCIDENTS, OVERAGES, OR SHORTAGES IN DELIVERY.

10. SUPERVISES THE PREPARATION OF WEEKLY,MONTHLY AND BIMONTHLY REPORTS.

11 IN SOME CASES, INVESTIGATES TRAFFIC ACCIDENTS INVOLVING AAFES MOTOR VEHICLES, OPERATES AND MAKES RECOMMENDATIONS REGARDING DISPOSITION AS APPROPRIATE/REQUIRED.

12. INSPECTS DRIVERS' LOGS FOR ACCURACY. REVIEWS AND APPROVES DRIVER TRAVEL EXPENSE VOUCHERS.

13. ASSIGNS, REVIEWS, ACCEPTS, AMENDS OR REJECTS COMPLETED WORK; SETS PERFORMANCE STANDARDS; PROVIDES ON-THEJOB TRAINING; COUNSELS AND DISCIPLINES ASSOCIATES AS REQUIRED.; PREPARES OR APPROVES ASSOCIATES' PERFORMANCE REVIEWS: APPROVES LEAVE AND RECOMMENDS PERSONNEL ACTIONS FOR SUBORDINATE ASSOCIATES.

14. KEEPS ABREAST OF, AND ACTIVELY SUPPORTS, AND AS REQUIRED, IMPLEMENTS THE PROVISIONS OF PERTINENT PUBLIC LAWS, EXECUTIVE ORDERS AND DIRECTIVES RELATING TO THE FEDERAL EQUAL EMPLOYMENT OPPORTUNITY (EEO)PROGRAM WITHIN THE ARMY & AIR FORCE EXCHANGE SERVICE.

15. PERFORMS OTHER RELATED DUTIES AS ASSIGNED.
